A revolution in the construction sector: Certified master builders to be registered
The Ministry of Environment, Urbanization and Climate Change is implementing a significant regulation for the construction sector. With the "Regulation on Certified Construction Master Builders," master builders will be registered, their professional qualifications will be enhanced, and a job-based tracking system will be launched. The regulation aims to promote high-quality and safe construction.
The "Regulation on Certified Construction Master Builders," prepared by the General Directorate of Professional Services under the Ministry of Environment, Urbanization and Climate Change, has been published in the Official Gazette. The regulation, which will enter into force on December 31, 2025, will ensure that master builders working on construction projects are registered. To prevent a shortage of certified personnel in the construction sector, master builders will be kept on record in the Ministry's system with the aim of increasing their professional qualifications and developing pioneering practices.
MASTER BUILDERS ADDED TO THE EXISTING SYSTEM
The General Directorate of Professional Services, which carries out professional registration, certification, and monitoring processes for the construction sector, was already keeping records of site managers, construction contractors, design supervisors, and project authors. With the new regulation, master builders who will work on construction projects will also be registered.
CERTIFIED MASTER BUILDERS WILL REGISTER WITH THE SANTİYEM APPLICATION
In this context, master builders who hold a professional qualification certificate in areas made mandatory by relevant law, a mastership certificate obtained under the Vocational Training Law, or a diploma from relevant fields and branches of vocational and technical schools and departments of the Ministry of National Education and universities will be able to register for the ŞantiyeM application via "e-Devlet." The ŞantiyeM application will work in integration with building permit systems.

MASTER BUILDERS WILL BE TRACKED WITH A SITE-BASED TRACKING SYSTEM
The site-based tracking system, which is planned to be transitioned to in stages, will begin to be applied for projects over 4,500 square meters one year after the regulation takes effect, for projects between 1,500-4,500 square meters after 3 years, and for projects between 500-1,500 square meters after 4 years. With the implementation of the system, information regarding the start and end of work for all master builders employed by the employer or subcontractor at the construction site will be managed by site managers through the system.

CONTRIBUTION WILL BE MADE TO QUALITY AND SAFE CONSTRUCTION
Job-based tracking of master builders will also be carried out with this system. Thus, working with certified authorization in construction projects will be encouraged, professional competence will be increased, and a contribution will be made to the formation of quality and safe construction based on the satisfaction of building owners, who are the end users.
