This means there is a "negotiation" underway, or at least a "negotiation process" being planned.

Otherwise, why would they make such a statement out of the blue?

According to the Turkish Language Association dictionary, negotiation means exchanging ideas on a subject; consulting...

In other words, if the government gives the green light, an official from the Republic of Turkey will sit face-to-face with Abdullah Öcalan to exchange ideas!

No one expected Bahçeli, who yesterday threw a noose at Tayyip Erdoğan from the parliamentary podium demanding that Abdullah Öcalan be hanged, to declare the terrorist leader a "peace dove" today.

If they had cut it short at the very beginning by saying that the statements made by the terrorist organization are null and void, there would have been no issue. No matter how much the government tries to hide it from eyes and attention, the spear no longer fits in the sack with the statements of the organization's leaders.
