Did CHP municipalities inherit a wreck, or are they becoming complicit in it?

I conducted a 'Socio-Economic Trend Analysis between 2017-2022' across 15 parameters for all municipalities won by the CHP in the March 31, 2019 Local Elections.

I examined and reported on metropolitan municipalities among themselves, provincial municipalities among themselves, and district municipalities among themselves.

With this 'Financial Trend Analysis,' I made a comparative study covering two years before the transfer and three years after the transfer.

The goal was to evaluate "what kind of municipalities did the CHP take over, where did they bring these municipalities, what did they fix, what could they not fix, and what became worse." We also subjected these municipalities to an evaluation out of 10 points.

The 'Financial Trend Analysis' we conducted was based on a comparison of the two years before the takeover and the three years after the takeover.

The following criteria were used in the analysis:

• Municipal Revenue Per Capita

• Municipal Expenditure Per Capita

• Budget Balance Per Capita

• Municipal Liabilities Per Capita

• Municipal Equity Per Capita

• Share of Interest Expenses in Total Expenses

• Share of Capital Expenditures in Total Expenses

• Share of Core Operating Expenses in Total Expenses

• Share of Equity in Total Capital

• Share of Equity in Total Capital

• Ratio of Budget Revenues to Short-Term Liabilities

• Ratio of Liabilities to Assets

• Maturity Structure of Liabilities

• Tax Collection Rate

This financial trend analysis report that I prepared regarding CHP municipalities is available at the CHP Headquarters and with the deputy chairmen of that period.

The main purpose of preparing this report was to ensure that financial statements are open to the public and to ensure transparency.

All metropolitan, provincial, and district municipalities were evaluated and prepared separately. Then, the most successful municipalities were determined among metropolitan, provincial, and district municipalities.

A total of 1100 pages of reports were compiled. I presented the results of this prepared report to our mayors at a meeting held in Gaziantep.

For the March 31, 2024 local elections, what falls to the CHP is to ensure that the transactions that must be done immediately by the municipalities and the handover protocols are received with reservations.

Otherwise, all responsibilities pass to the successor, and they become complicit in the wreck and the crime.

To prevent such a situation, the following information and documents must be obtained and examined immediately:

• Assembly and council decisions from the last five years

• To whom and under what conditions allocated land, buildings, shops, apartments, student dormitories, and sports halls were given

• Who is using the vehicles owned and rented by the municipalities

• Examination of personnel recruitment made in the two months before the election and the list of personnel recruited in the last year before the elections

• Re-regulation of documents such as strategic plans, budget performance programs, and investment programs

• Tenders that were held in the last six months when they should not have been

• Were the food, posters, vehicles, and fuel for the mayoral program during the municipal election used for the municipality or for election propaganda?

• Examination of money and all benefits transferred to associations, foundations, and religious communities

Although it has been said in previous elections that the ruling party's municipalities committed major irregularities and corruption, awarded irregular tenders, and burdened municipalities with irregular debts, it is a fact that the documents were not presented and shared, and that the tenders awarded during the AKP-MHP period were not canceled, and new tenders continued to be given to the same contractors.

CHP municipalities must disclose the wrecks they have inherited to the public within legal timeframes; otherwise, they will be complicit in both the wreck and the crime.
