Thinking about the Kurdish issue outside conventional patterns

There are conclusions emerging from the latest statements from the DEM delegation and the PKK.

It is clear that the "project for the unilateral disarmament of the PKK by Öcalan," proposed by Devlet Bahçeli, has collapsed in light of recent developments.

How so? Like this;

1. The PKK announced that the "disarmament project" is not valid. It stated that while APO (Öcalan) would initiate the process, he would not do everything alone, and said: "As the problem belongs to all of us, the duty also belongs to all of us."

2. DEM and the PKK spoke of a "restructuring on a basis sensitive and open to democracy."

3. DEM and the PKK declared that "Turkey will not be divided." The PKK, overstepping its bounds, stated: "The state should not be afraid; APO and the Kurds will not destroy the state, they will restructure it. The Turkish society should not be afraid; APO and the Kurds will not divide Turkey," and then added that they would "work for the democratization of Turkey on the basis of Kurdish freedom."

4. With the rhetoric that "the PKK and the Kurds will change, the Republic of Turkey and the Turkish environment will change, the Middle East and the whole world will change," they signaled a new model.

There has been no reaction to these statements from the state side.

It is also useful to evaluate the statements made in recent days by Sırrı Süreyya Önder from the DEM Imralı delegation in this context.

What did Sırrı Süreyya Önder say? He said that "it is the exact time to implement Öcalan's theory of Democratic Confederalism."

Now let's take a look at this theory and see what is being demanded;

? The concept of the Turkish Nation will be replaced by the concept of the Turkey Nation

? Republican citizenship, in which Kurds will participate with their own identity, will be taken as the basis

? Every group will be ensured the right to live out its own cultural identity and education

? The use of the mother tongue will be accepted as the basis not only in education but also in public service and the Grand National Assembly of Turkey (TBMM)

? The nation-state is the denial of direct democracy. In a nation-state, the state and society are in a constant state of war.

? In Democratic Confederalism, there is no state.

? All peoples have the right to self-determination.

Let us open a parenthesis here and recall the "International Covenant on Civil and Political Rights" that Turkey accepted on June 18, 2003.

Article 1 of the Covenant states: "All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development. All peoples may, for their own ends, freely dispose of their natural wealth and resources."

This text, known as the twin covenants and signed by Turkey, is unfortunately still in force.

Now let us continue with the demands included in Öcalan's system.

Communities solve their problems by discussing them within the framework of villages, neighborhoods, and cities in people's assemblies. This is called the right of nations to self-determination.

? Every ethnicity and religious understanding has the right to take part with its own identity within a democratic federal structure.

? Democratic Nations can form their own Confederation of Democratic Nations. A "World Confederation of Democratic Nations" can be established as an alternative to the UN.

? The middle class is the reservoir of fascism.

? Democracy without a state does not need geographical borders. Wherever our people are, we will base our own solution model there.

? The cultural order of the Middle East is Confederalism.

ÖCALAN'S TURKEY MODEL

? We do not want a state. I am proposing this not only for the Kurds, but for all of Turkey,

? For the regions, I say this: There could be DEMOCRATIC CONFEDERATIONS of the Soran Region (Iraq), Behdinan Region (Iraq), Bradosti Region (Iran-Iraq), Botan Region (Siirt/Eruh), Garzan Region (Siirt Kurtalan), Amed (Diyarbakır), Serhat Region (Kars, Ardahan, Ağrı, Iğdır), and Dersim (Muş, Kayseri, Elazığ, Adana, Adıyaman, Erzurum, Malatya).

? The west of the Euphrates could be a Kurdish-Turkmen democratic confederalism region.

? This could be developed in Mersin, Antep, and Maraş.

This is the model that the DEM Party and the PKK want to be implemented.

The goal is no longer a division based on geographical borders, but a DUAL STRUCTURE to be realized in every corner of Turkey.

Furthermore, it is declared that this structure will not remain limited to Kurds, but will eventually encompass all ethnic and religious identities, primarily Arabs.

It is understood that the process will be carried out in stages.

In the first stage, it is possible to expect softening decisions starting with the lifting of the isolation on Öcalan, the release of imprisoned and sick PKK members, and the reversal of the appointment of trustees.

In the second stage, in line with DEM's proposal, the lifting of reservations on the "European Charter of Local Self-Government" and the implementation of "Article 1 of the Covenant on Civil and Political Rights," which Turkey has accepted, could be among the practices that do not require a constitutional amendment.

The third stage will most likely come to the agenda with a New Constitution. The construction of a DUAL STRUCTURE, which will emerge with equal citizenship, education and public service in the mother tongue, and the democratic structural changes envisioned by the PKK and Öcalan, could be brought to the agenda.

The understanding of a "solution in accordance with the spirit of Çanakkale," emphasized by the DEM Party, reveals the emphasis placed on the concept of two separate nations sharing the same geography.

Is a Ruling Coalition that chooses to ignore the insolent statements made by the PKK and the clear demands of the DEM Party fulfilling the requirement of the understanding that "silence implies consent"?

Is the silence in society, the fact that the media never brings these issues to its agenda and almost treats them as if they do not exist, the result of an instruction?

Is the imprisonment of Ümit Özdağ in Silivri following his threat to "sabotage the process" aimed at preventing the public from seeing the facts?

How can the CHP's focus on its own internal party problems and its indifference, as if the process were taking place on another planet, be explained?

No problem experienced in the country can justify ignoring the greatest threat hidden behind the word "peace" in this 40-year struggle: the threat of the destruction of the Nation-State.

There is no authority that will forgive or excuse those who remain silent, those who cooperate, those who ignore, and those who support by focusing on their personal and political interests.

The Turkish Nation, our martyrs' families, our veterans, and patriots will NOT FORGET and WILL NOT LET THIS BE FORGOTTEN!
