The 'Queen of Imralı' also thinks that 'Bahçeli has transformed 100 percent'!..

While the agenda is completely overwhelmed by the economic crisis and operations at home, and the US-Israel attack on Iran abroad, quite a lot is being cooked up in the Imralı kitchen again.

Let us first present a cross-section of the negotiations during the first resolution process.

During the visits of the HDP delegation to Imralı in May-June 2014, while the "roadmap and scheduling for the changes to be made in laws and the constitution" were being discussed, the terrorist leader took two papers out of a file and said:

"I have a document in my hand, let me read it to you. This document must be implemented. If applied, this is a framework law, it is revolutionary. It will also open the door to a Middle Eastern revolution; it is that important. It seemed satisfactory to me. I will read it to you and get your opinions one by one."

The document the terrorist leader was referring to was the "Draft Law on the Termination of Terrorism and the Strengthening of Social Integration." He read all the articles and asked the HDP members for their opinions.

The late Sırrı Süreyya Önder emphasized, "It is a satisfactory draft at first glance. However, there is one problem," adding that "the issue of interlocutorship is not defined, and this seems like a deficiency."

After stating that this issue would be regulated in Article 5, the terrorist leader spoke in summary as follows:

"Do not get hung up on these; what is more important is the timing of this. We do not have the patience to wait for this for months. When does Parliament go on recess? (After Pervin Buldan's answer of 'around the end of this month') So there are 20-25 days left. Now, as soon as you leave here, you will go to Ankara and meet with Mr. Beşir (Atalay), Mr. Efkan (Ala), and your other interlocutors. You will say, 'There is no playing games with Apo, we are not in a position to wait for this for months.' We can accept it even in this form, but it must pass before Parliament closes, otherwise I don't know... It must pass before the presidential election, before it happens. Tell this to Kandil as well; it must pass by the end of June at the latest. If it doesn't pass, I cannot guarantee anything. You discuss this and get the ministers' thoughts on this matter. If the AKP opposes it again for flimsy reasons and does not accept it, a full-scale war will break out. Tell Kandil too: Incidents similar to the recent Lice events are making the situation difficult. We are in the midst of serious work.... With this law, all problems will be solved, interlocutorship and everything will be solved... If the AKP turns this into stalling as well, then it means there is trickery... Discuss these issues with the CHP as well. Explain it to Kılıçdaroğlu too. Tell him, 'The state is undergoing a transformation; if you remain outside of this, you have no chance of succeeding.' Explain it. Tell him, 'This is your last chance'; let him use this last chance well... Let me say this again: The fate of the Middle East is changing. With these regulations, we will lay the foundation not only for a new Turkey but for a new Middle East."

It was after these threats that what the terrorist leader said happened, and that law came to Parliament and was accepted on July 10, 2014. Upon the law being sent to Parliament, the late Sırrı Süreyya Önder offered the following praise to the terrorist leader:

"You have achieved here what no one has been able to achieve until today. You made the state pass a law through negotiation. I think this law is historic. It has also come to Parliament. There is no equal to it in these lands. Neither Muslims, nor Alevis, nor socialists have been able to achieve this. You have achieved it... After this law is passed, even if they curse us for pages, I think we should not care. One should look at who has managed to get the state to accept what through which struggle until today."

The terrorist leader also proudly replied, "It is a very simple law for me. It may be important, but in my opinion, a state should not put itself in this position, it should not put the act of passing a law into such a different picture... This law is for the good of the state, not for me. But they do not understand. Because they do not understand, they have pressured Mr. Hakan and the delegation a lot even while passing this law... Our negotiation position is important. From now on, you also strive to have the law implemented. Meet with Hakan and Beşir, have the law implemented."

In the meeting where these were discussed, the terrorist leader, while reacting to MHP's Oktay Vural saying in Parliament, "Apo wanted it, they are doing it," used the following expressions for the MHP:

"It will emerge before long that this MHP is a parallel state. And you will see that it is a structure under the control of foreign powers... The MHP is an open CIA project."

LAWS ARE BEING PREPARED FOR IMRALI AGAIN

Now that there is a process being carried out with "domestic, national, and state wisdom," why are we remembering these?

On March 26, while DEM Spokesperson Ayşegül Doğan said, "The Imralı delegation will go to the island tomorrow to meet with Öcalan," she emphasized that this was a "very important meeting" and that the process needed to accelerate, noting the following:

"June and July have been pointed to for legal regulations. There are claims regarding this. Now, if a schedule is not made and this schedule is not shared with the public, the relevant parties, the authorities, and the main interlocutors, certain discussions will take place. These will not be useful discussions. Because June and July are too late... The meeting in Imralı tomorrow carries critical importance. It will be an important meeting regarding both Öcalan's conditions and status discussions. And his suggestions will also be taken regarding the legal framework that has been prepared or is planned to be prepared concerning the legal basis and disarmament. As you know, as always, he continues to meet and negotiate with the authorities and relevant parties regarding legal regulations and all topics concerning the future planning of the process with great meticulousness."

The DEM delegation went to Imralı on March 27, and they announced what they discussed four days later. In the statement, apart from the terrorist leader's familiar and camouflaged expressions of "democratic society, democratic integration, democratization of the Republic, the understanding of communalism and citizenship that regulates the relationship of Kurds with the state" and "I find it important to reach the public through appropriate methods so that my ideas regarding the process are understood correctly," there was the following:

"The historical duty and responsibility undertaken by the TBMM (Grand National Assembly of Turkey) in this process have been pointed out; it has been stated that it is of vital importance that the work to be carried out after the Commission report be brought into an inclusive and holistic legal framework without being spread over time."

On the same day, DEM co-chair Tülay Hatimoğulları called on the government, "The second phase of the peace process must be tied to a schedule in a predictable, clear, and transparent manner and announced to the public. This will both increase trust in the process and prevent the process from becoming infected."

Following this, DEM Group Deputy Chair Sezai Temelli said that high-level state officials also attended this last meeting with the terrorist leader, that "consultations took place," and that a draft would be created for the "process law," stating, "The meeting held with Öcalan is an official negotiation attended by high-level officials."

LIKE IN 2013-2015

Let us continue with Pervin Buldan, the constant name of the Imralı delegations, who sits in the seat of the Deputy Speaker of the TBMM and whom the terrorist leader sees as the Egyptian Queen Nefertiti. While explaining the last meeting in Imralı on a television channel close to the organization a few days ago, she said that the terrorist leader had undergone a second cataract surgery 10 days ago, that he had no health problems other than his sinuses, and that in the 5-hour comprehensive meeting, breaks were taken only twice for 10 minutes each for bathroom needs.

She gave the following response to the question regarding Sezai Temelli's claim that "high-level state officials also attended the meeting":

"Actually, officials representing the state attend all meetings... The number was a bit higher this time; but I don't think it's very correct to say 'high-level' or 'low-level'... In the past, actually, we were doing it this way during the 2013-2015 process as well... this time it is the same method. The number was just a bit higher. Other than that, one should not load too much meaning onto it."

Since it was an "important" meeting, she conveyed the atmosphere and whether there was any tension as follows:

"In the meetings we held previously, of course, we can see that Mr. Öcalan sometimes gets angry, sometimes his tone of voice rises. This is also very normal. However, this last meeting was quite calm... it did not take place in an environment where voices were raised. We can call this a meeting where there were mutual dialogues, briefings, expectations, and a conversation on the point that this needs to be concretized. Both the state delegation and Mr. Öcalan stated their expectations and what needs to be."

She gave the following information about the main agenda items:

"Mr. Öcalan has his own draft in every meeting, a draft of 9-10 articles. Although the headings are different, the content is similar to each other... The agenda was mainly about the concrete steps that need to be taken. Let's say; expectation of a law, legal basis, Mr. Öcalan's position, situation, status. The fact that the name of an actor who is in this process is still not defined or placed in an ambiguous way; what is Mr. Öcalan here, who is he – what kind of place will be given to him within the legal regulation... these are the issues that were talked about. However, there is nothing clarified on the subjects stated by the two sides. But there is this: there will be a law preparation. This law preparation will become a draft. Actually, everyone has a draft... Probably other parties have drafts, no one has announced it yet... It needs to mature a little more and be reached in common."

IT SEEMS THAT ''SUCH A LAW MUST BE PASSED''... OTHERWISE...

Pervin Buldan said the following regarding the terrorist leader's statement that "the process has reached a critical threshold" and the government's policy of "making legal regulations after the detection and registration of the PKK laying down arms":

"Yes, he means that we have moved from the negotiation to the decision phase. Everything has been negotiated now. Both the state and Mr. Öcalan have negotiated this... We were the intermediaries, we went and came... As the process drags on, it becomes open to becoming infected, and Mr. Öcalan also expresses this. It is time to stop spreading it over time, stalling... It is time to finish the negotiation and pull this process onto a legal, statutory, judicial basis. Now discussions are being held on this. These discussions are; how will the law be passed, who will it cover, will it be a holistic law or will it be according to separate categories. According to us and Mr. Öcalan; there is a need for a holistic, independent law, that is, a temporary, one-time law that will cover everyone. But will it be like this, does the state or the government have such a preparation; we really don't know this... If we could even see a draft, maybe a few more concrete steps could be taken. But this is not there either, as of now. For this, these drafts must be ready quickly by the end of April. Mutually - and Mr. Öcalan needs to see this draft. Why? Because in the end, he will convince his own organization. It is very important that he sees, approves, and accepts this law... Later, Mr. Öcalan will probably send this draft to his own organization in a certain way - or maybe the state delegation will send it, we don't know. It needs to be shown there in some way."

Regarding the possibility of the government or the state abandoning such a categorical regulation, Pervin Buldan said, "We will strive. It absolutely must be like this; otherwise, we know that Mr. Öcalan will not accept this either. If there is no holistic law, Öcalan and the PKK will oppose it. There is no point in bringing the imposition to the 'take it or leave it' stage. We have reached a certain stage now. There is really no turning back from this, and there shouldn't be," noting that "steps after April were also discussed," "it is not possible to just bring the issue and put it into a law," "they are trying to solve a 100-year-old issue," and "solutions are being sought for all of these, such as unsolved murders, the ban on language..."

Finally, let us convey the answer Pervin Buldan gave to the question, "The MHP is clearer. We see that the government is following a policy that spreads the process. Is there a disagreement between them, or are they acting according to a scenario?" She said;

"We cannot know; what is happening between them, whether there is a problem or not. There is nothing reflected to us, but I would like to say this: We think that the MHP, especially Mr. Bahçeli, has changed and transformed 100 percent. This is already clearly and plainly seen - whether in the open meetings we hold or closed ones. Apart from our open meetings, we also have closed meetings from time to time that are not reflected in the press... We think that it is not right to make everything public, that some things should remain confidential, for the sake of the process. When you do it very openly, everyone can pull it somewhere. That's why sometimes closed meetings are better. I think Mr. Bahçeli is in a 100 percent change and transformation, and the AKP is in a 50 percent change and transformation."

In short; it is understood quite clearly that the "resolution" laws will be placed before the TBMM after being cooked up on the Imralı-Kandil line, isn't it?.. It's a good thing there is no "bargaining"... What if there were?!
