The Regulation on Permits for Mining Activities, which had been in effect since 2005 and regulated the necessary permits and procedures for opening mines, has been repealed. Until a new regulation is enacted, permit processes regarding mining activities will be carried out within the scope of the Mining Law and the Mining Regulation. The current Mining Law and Regulation were amended in 2025, centralizing permit processes, setting specific timeframes, and accelerating them in favor of investors. With the Mining Law amendment that entered into force on October 30, 2025, regulations were introduced stating that if certain public institutions do not respond to an application within the relevant period, the permit will be deemed granted; that free-of-charge permits for up to 3 years can be granted in state forests upon the request of the General Directorate of Mining and Petroleum Affairs; that a permit obtained from the Ministry will be accepted as a favorable opinion regarding the EIA Report; and that mining activities can continue even if the area becomes subject to a permit after the license is issued. For this reason, it seems we will encounter many news stories about mines stemming from environmental factors and objections from local administrations in the new period.
The Constitutional Court had previously annulled a provision of the law that prevented orthopedic disabled individuals with a disability rate below 90%—who could not obtain a driver's license due to this disability—from purchasing tax-free vehicles, on the grounds that it violated the principle of equality regarding the conditions for benefiting from the SCT (Special Consumption Tax) exemption. With the amendment made to the General Communiqué on the Implementation of the SCT (II) List, orthopedic disabled individuals with a disability rate between 40-90% have been granted the right to purchase tax-free vehicles on their own behalf if they cannot obtain a driver's license due to their disability.
Following school attacks, a Communiqué on Counseling Measure Decisions was published. The regulation aims to provide psychosocial support to children in need of protection or those dragged into crime, as well as their parents. A decision by a Juvenile Court Judge is required for the implementation to begin. The measure, organized as mandatory sessions, covers topics such as substance use in childhood, sexual abuse, violence and anger management, peer bullying, family communication, and parenting skills. A communiqué on this subject had already been in effect since 2008. With the new communiqué, most of the mentioned training and sessions will be provided by guidance counselors already present in schools. For this reason, how "new" the new regulation actually is remains debatable.
