The Regulation on International Health Tourism and Tourist Health, prepared by the Ministry of Health, has been published. In line with the regulation, the HealthTürkiye portal was established, and all health facilities and intermediary institutions operating in health tourism were mandated to work through this portal. It has become possible for health facilities to provide remote health services, provided they announce them through the portal. Furthermore, it has been made mandatory for health facilities to obtain complication insurance for surgical procedures performed in operating rooms within the scope of health tourism. Additionally, hospitals, medical centers, laboratories, and dialysis centers are now required to obtain accreditation from the Turkish Health Services Quality and Accreditation Institute (TÜSKA), while those outside this scope must obtain a certificate from the Ministry of Health. It was regulated that authorization certificates for intermediary institutions will be issued by the International Health Services Inc. (USHAŞ), that these certificates cannot be transferred, and that those who had previously obtained a health tourism authorization certificate must comply within six months, otherwise their certificates will be canceled. However, for existing institutions, the complication insurance requirement is mandatory starting from 31.12.2025, and the TÜSKA accreditation and Ministry authorization certificate requirements are mandatory starting from 31.12.2026.

The Communiqué on Amendments to the Social Security Institution Health Implementation Communiqué was published by the Social Security Institution (SGK) Presidency. Criteria regarding the use of drugs with the active ingredients Nusinersen and Risdiplam, patient monitoring processes, and health board reports for SMA Type-1, Type-2, and Type-3 diseases have been regulated.

The Constitutional Court (AYM) has annulled Article 39 of the Law on the Turkish Medical Association (TTB). The article in question regulated the TTB's Court of Honor and the disciplinary powers of this body acting as a disciplinary board. Citing its own 2021 decision that annulled the disciplinary board article defined in the Law on the Turkish Pharmacists Association as a precedent, the Constitutional Court has effectively canceled the TTB's powers regarding its disciplinary board. The decision will enter into force in 9 months.

The Constitutional Court has annulled the regulation added to the Expropriation Law in 2022. The regulation stipulated that lawsuits regarding compensation following zoning plan changes would be heard in judicial courts. When the annulment decision, which will enter into force in 9 months, takes effect, lawsuits regarding compensation arising from zoning plan changes will need to be filed in administrative courts.

The Presidential Decree on Amendments to the Decision on Providing Grants for Construction within the Scope of Urban Transformation Projects to be Carried Out in Istanbul, numbered 9768, has been published. Grants have been increased to 875 thousand TL for residences and 437,500 TL for workplaces; loan support has been increased to 875 thousand TL for homes and 437,500 TL for workplaces, and relocation assistance has been raised to 125 thousand TL. Additionally, if the rights holder has other shops, loan support for each has been increased to 875 thousand TL. Loan repayments begin 2 years after the construction permit is obtained, no interest is applied in the first year, and a maturity of up to 10 years can be provided. Annual increases are applied as half of the CPI (TÜFE) rate.

The Central Bank of the Republic of Turkey (TCMB) has published the Regulation on Amendments to the Regulation on the Monitoring of Transactions Affecting Foreign Exchange Positions by the Central Bank of the Republic of Turkey, the Communiqué on Amendments to the Communiqué on Supporting the Conversion of Foreign Currency Originating Abroad into Turkish Lira (No: 2023/5) (No: 2025/11), and the Communiqué on Amendments to the Communiqué on Required Reserves (No: 2013/15) (No: 2025/12). The required reserve ratio for foreign currency deposits has been increased by 200 basis points for all maturities, and the reserve ratio for domestic foreign currency repo transactions has been increased by 400 basis points. A monthly 0.3% increase target was set for banks whose TL deposit ratio remains below 60%, the interest paid on TL required reserves was increased from 84% to 86%, and the mandatory sale ratio of export revenues to the TCMB was increased from 30% to 35% until 31.07.2025. The support provided for the conversion of export foreign currency into TL was also increased from 2% to 3%. In other words, while the cost of foreign currency deposits is being increased, bonus supports have been introduced for transitions to TL. The Turkish Lira is no longer just a currency but has also turned into an ideological stance. Regardless of how the economy is managed, the Turkish Lira is the national capital of us all. Economic independence, our struggle for democracy, and the foreigners disrupting the demographics seem to be the country's three biggest main problems in the coming decades.
