The BRSA (Banking Regulation and Supervision Agency) has introduced regulations enabling financial leasing, factoring, and financing companies to operate based on participation principles, while limiting the partnerships these companies may establish or join exclusively to credit institutions and financial institutions. These entities are prohibited from transferring their receivables to asset management companies that they control or are controlled by, except through a tender process. Furthermore, the transfer of receivables that have not yet become non-performing—specifically those with a delay of less than sixty days—to asset management companies has been banned, and the days and hours during which these companies may contact customers have been restricted.

The Personal Data Protection Authority has introduced a rule requiring individuals to first apply to the data controller before they can file a complaint with the Authority. A complaint may be filed if the application is rejected, the response is found insufficient, or no response is provided within the specified timeframe. The data controller must respond to applications within a maximum of 30 days, and complaints to the Authority must be filed within 30 days of learning of this response, and in any case, within 60 days of the initial application. If the Authority imposes an obligation on the data controller to provide a remedy, this obligation must be fulfilled within 30 days.

The Public Officials Arbitration Board has decided that the salaries of civil servants and retired civil servants will be increased by 11% in the first 6 months of 2026, 7% in the second 6 months, 5% in the first 6 months of 2027, and 4% in the second 6 months. It was also decided that any inflation difference will be reflected in the salaries and that an additional payment of 1,000 liras will be made to base salaries for the first 6 months of 2026.

A Presidential Decree has amended the Principles Regarding the Issuance of Special Stamped Passports to Exporters. Under this scope, it has been regulated that if a person holding a green passport loses one of the eligibility requirements, they must return the passport; failure to do so will result in the individual, along with all company officials, being deprived of this right for a period of 4 years.

Following the decision of the Council of Administrative Case Chambers of the Council of State dated 03.03.2025, numbered E:2024/83 and K:2025/485, the General Directorate of Insurance Premiums published Circular No. 2025/12 dated 25.08.2025. Debts that have reached the statute of limitations will no longer be considered as debts of the employer or the insured when calculating incentives, support, and discounts.

The Ministry of Trade has amended the Regulation on Licensed Warehousing of Agricultural Products. A Licensed Warehouse Information System will be established to conduct transactions electronically. The tracking and control of products, as well as the analysis and classification processes performed, will be monitored digitally through this system.

By Presidential Decrees, the Union for the Protection of Stray Animals has been established in the provinces of Gümüşhane, Kırklareli, and Yozgat.
