The Constitutional Court has annulled the law that exempted the Turkey Wealth Fund and the companies it owns from the legislation, practices, and restrictions applicable to public companies, thereby subjecting the Turkey Wealth Fund and its affiliates to parliamentary oversight. Until now, these companies had been exempted from 18 different laws, including the Court of Accounts Law, and were excluded from oversight by the Grand National Assembly of Turkey (TBMM).

With the new regulation by the Energy Market Regulatory Authority (EPDK) on Smart Meter Systems, electricity meters will begin to be replaced with new smart meters starting March 1, 2026, and 1 million subscribers will be equipped with smart meters by January 1, 2028. The goal is to prevent illegal electricity consumption through real-time and online monitoring features. The new meters will have the capability to cut off electricity when they detect external tampering.

An amendment to the Regulation on Personal Health Data has increased the retention period for the health data of deceased persons from 20 to 30 years. Health data has been made accessible to the family physicians with whom the individual is registered, and to physicians at the same institution in the event of hospitalization. Furthermore, only the parent with custody rights will now be able to view the health data of a minor child. A parent without custody rights will be able to access their child's health data only if they apply to the General Directorate of Health Information Systems and receive a favorable decision.

With an amendment to the Identity Notification Law, individuals staying in marinas, ports, coastal facilities, ships, and maritime tourism vehicles have been included under the law, and an identity notification obligation has been imposed for these individuals, similar to that in hotels.

An amendment to the Electric Scooter Regulation has introduced a requirement to share the license plate and location information of scooters with municipalities, the General Directorate of Geographic Information Systems, the General Directorate of Security, and the General Command of the Gendarmerie.

With an amendment to the Law on Foundations, foundation cultural assets that previously emerged through foundations but have over time passed into the ownership of public legal entities such as the treasury, municipalities, special provincial administrations, or villages will be transferred to mazbut (managed) foundations. Structures built/repaired with foundation resources or to which a foundation has contributed will be considered foundation cultural assets. For individuals who are currently tenants in properties belonging to the General Directorate of Foundations or mazbut foundations and who have ongoing lawsuits, new contracts of up to 5 years may be signed if they accept the new conditions; otherwise, these individuals will be evicted under the State Tender Law. Additionally, 40% of the annual gross income of foundations managed by the General Directorate of Foundations and mazbut foundations under usufruct rights will now be transferred to the General Directorate of Foundations as management and representation expenses.

An amendment to the Ministry of National Education (MEB) Regulation on Private Education Institutions has introduced a requirement for integration into a biometric identity verification system to prevent private education and rehabilitation centers from receiving unfair funding from the state by registering "ghost students." Payments will be made to private education and rehabilitation centers that integrate into the ministry's system by January 1, 2026. Institutions that complete the integration after this date will not receive payments for the period during which they were not integrated.
