Following the amendment to the Urban Transformation Implementation Regulation, the meeting procedure prior to construction contracts in exchange for land shares has been clarified. The process for inviting property owners to meetings, including announcements via the neighborhood headman (muhtarlık) and other pre-meeting procedures, has been tightened to prevent the majority from forcing through a contract as a fait accompli. Henceforth, building permits will not be issued to contractors until the contract is fully approved—meaning it is signed by everyone—or the process for selling the shares of those who do not approve is completed. In the event of a total sale of the land, priority for purchase has been granted to the public sector.

The Regulation on Applied Education in Higher Education has been amended to transition to a mandatory internship system of at least one semester. Models have been adopted for associate degree programs consisting of 3 semesters of theoretical education and 1 semester of internship, or 2 semesters of theoretical education and 2 semesters of internship; and for undergraduate programs, 7 semesters of theoretical education and 1 semester of internship, or 6 semesters of theoretical education and 2 semesters of internship. Students undertaking internships will work subject to the workplace rules of the businesses during their internship period. However, it remains unclear whether wages will be paid during the internship, what the insurance status will be during this period, or whether there will be sufficient internship opportunities if all students are to intern during the same semester.

Following the amendment to the Ministry of National Education (MEB) Private Transport Services Course Regulation, a population requirement has been introduced for the opening of driving schools. A quota will now be granted to open one course for every 200 thousand people. Those who already own a course in the same province are prohibited from opening a second one. A transition to conducting examinations in an electronic environment has been set for May 1, 2026.

With the amendment to the Domestic Goods Communiqué, an exemption has been granted until July 1, 2026, for the automotive sector, stipulating that the current regulation will not be applied in the calculation of the domestic contribution rate for final products. As of 2026, disruptions in production and vehicle supply had begun to occur due to the provisions of the existing domestic goods communiqué.

The Council of State (Danıştay) Internal Regulations have been amended to establish the Council of State Ethics Board, which will issue advisory decisions regarding the compliance of Council of State department heads, members, prosecutors, and rapporteur judges with ethical values.
