With an amendment to the Customs Law, the 30-euro exemption for products arriving from abroad via cargo has been abolished, effective from February 6, 2026. From now on, a detailed customs declaration must be prepared for every product arriving from abroad by mail or cargo, and customs and declaration service fees must be paid. Additionally, for the taxation criteria applied to medicines under 1,500 euros, a requirement has been introduced for these medicines to be supported by a doctor's report. Dietary supplements have also been included in this scope.

An amendment was made to the Regulation on Business Opening and Operating Licenses, and with the added article, the operations of businesses that are required to have a fire department report but do not have one or have deficiencies in their report have been restricted. The regulation, which specifically targets accommodation facilities, includes the rapid inspection of businesses in the first months of 2026, the suspension of their operations until May 31, 2026, if deficiencies are found, and the complete cancellation of their operating licenses if the deficiencies are not remedied by this date.

With the omnibus law enacted two weeks ago, the President was granted the authority to determine the state contribution in the Private Pension System between 0% and 50%. With Presidential Decree No. 10811, the state contribution rate in the Private Pension System was reduced from 30% to 20%.

With Presidential Decree No. 10812, the right of individuals with Bağ-Kur (Social Security Institution for the self-employed) and General Health Insurance debts to benefit from free healthcare services at state hospitals and university hospitals has been extended until December 31, 2026.

As of January 1, 2026, the annual ceiling amount for severance pay has been set at 64,948.77 TL.

The Ministry of National Education (MEB) has amended the Regulation on the Appointment and Relocation of Teachers. Teachers will now be able to work at the same school for a maximum of 12 years.

With Presidential Decree No. 10851, many more chemical substances have been classified as narcotics.

The Constitutional Court has published a precedent-setting decision stating that the transfer of interest earned on money deposited as collateral for enforcement proceedings to the Treasury constitutes a violation of the right to property.
