Law No. 7551 on Amendments to Certain Laws and Decree-Laws has been published. In summary, the law accepted by the Parliament includes the powers granted to the President that were previously issued under the scope of Decree-Laws (KHK) but were subsequently annulled by the Constitutional Court. 

The Ministry of Agriculture and Forestry has published the Communiqué on Amendments to the Communiqué on the Import of Breeding and Non-Breeding Animals and Reproductive Products (2023/22) (2025/23). Definitions for breeding certificates, sheep-goat species, and bovine animals have been amended. 

With Presidential Decree No. 10026, the Regulation on Amendments to the Regulation on the Protection of Buildings from Fire has been put into effect, extending the deadline granted for addressing material deficiencies in existing buildings until December 31, 2025. 

The Ministry of Agriculture and Forestry has published the Regulation on Amendments to the Regulation on the Planning of Agricultural Production. While the opportunity to establish orchards on agricultural lands with a minimum of 5 decares has been introduced for planted agricultural lands, this exception has been removed for protected large plains. No changes were made to the permits for establishing orchards on large plains and lands where the slope is 6% or more.

The Ministry of Industry and Technology has published the Regulation on the Identification and Certification of Technology and Innovation-Oriented Ventures. The regulation, which concerns the granting of a "techno-venture badge" to companies established in Turkey that qualify as SMEs, are at most 15 years old, and possess a scalable business model, includes provisions for granting this badge for a maximum of 3 years to companies that have been accepted into a technology development zone, have received TEKMER approval, or have benefited from TÜBİTAK 1512/1812 coded support programs. However, companies engaged in tobacco, alcohol, gambling, real estate investment, or political activities are excluded from the scope.

The Ministry of Agriculture and Forestry has published the Regulation on the Procedures and Principles Regarding the Production and Trade of Cigarette Filters. From now on, to produce cigarette filters in Turkey, it will be required to have a building with at least 1,000 square meters of closed area in an Organized Industrial Zone, and these production facilities must have separate warehouses for raw materials, supplies, and finished products located within the facility site. Raw materials purchased for production cannot be sold except for export purposes.

The Ministry of Interior has published the Regulation on Amendments to the Regulation on the Implementation of the Law on Private Security Services. The basic training written exam will consist of a first part with 80 questions and a second part with 20 questions on firearm knowledge. The first and second parts of the written exam, as well as the practical exam, will be evaluated separately out of 100 points. Armed private security personnel will be required to score at least 60 points separately in both parts of the written exam and in the practical exam.

The Revenue Administration has increased the fixed tax amounts in the relevant list, which must be redetermined in accordance with the Special Consumption Tax (ÖTV) Law, by 15.71% based on the last six-month change announced by the Turkish Statistical Institute (TÜİK). 

The Ministry of Agriculture and Forestry has published the 2025-26 Hunting Season Central Hunting Commission Decision. The regulation determines the hunting zones, species, limits, and hunting periods for wild animals.
