A Presidential Decree regarding the transit and export of war vehicles and equipment, weapons, ammunition and spare parts, military explosives, and related technologies from Turkey has been published. The new regulation establishes a stricter oversight framework and mandates that the opinions of relevant institutions be obtained. The administration is authorized to take action in cases where there is a suspicion of military use of the materials or a possibility of human rights violations. In other words, instead of the facilitated transit previously applied, the transit of all types of war vehicles and equipment is now subject to more rigorous controls.
The National Parks Law has been amended, granting the ministry the authority to grant 49-year usufruct rights to private companies for the construction of tourist facilities in national parks. The ministry will be able to extend this period up to 99 years if appropriate conditions are met.
The General Regulation on the Training of Candidate Civil Servants, which had been in effect for 43 years, has been renewed, and a new regulation on the Training of Civil Servants has been published. With the new regulation, a method has been adopted for those appointed as civil servants for the first time to be trained under the supervision of an experienced civil servant for three years.
An amendment has been made to the Regulation on Payment Services, allowing only low-risk assets to be used to protect the principal in overnight interest-bearing transactions. Furthermore, banks will now be able to freely use the funds accumulated in the account where interest amounts are tracked.
The Regulation on Cereal Seed Certification and Marketing has been published, introducing a requirement that for cereal seeds to be produced and marketed within the certification system, the varieties to which these seeds belong must be registered and meet established standards.
The Decision on the Determination of Companies Subject to Independent Audit has been amended by a Presidential Decree. According to the new regulation, for a company to be subject to independent audit, it must have total assets of 500 million TL, an annual net sales revenue of 1 billion TL, and 150 employees.
By a decision of the Banking Regulation and Supervision Agency, Fuzul Katılım Bankası A.Ş. has been established.
The communiqué regarding monetary limits in insurance has been amended. Decisions will now be made according to the monetary limits in effect on the date the application is filed.
