A change has been made to the Special Consumption Tax Law by Presidential Decree. Accordingly, in the event of an increase in refinery exit prices for fuels such as gasoline, diesel, and LPG due to international oil prices or exchange rates, only 25% of the increase will be reflected in prices. The remaining 75% of the increase will be balanced by reducing taxes and will not be passed on to the citizens. 

The Environmental Impact Assessment Regulation has been amended to state that unless an EIA report is positive, no approvals, permits, construction, or occupancy licenses can be issued for projects, and no investment can be initiated or tenders held for the project. 

With the Presidential Decree on the Activation of the Use of Agricultural Lands, it has been decided to provide grants of up to 75% of the project cost to bring uncultivated or fallow lands registered in the Farmer Registration System into agricultural production and to encourage high value-added production. 

With the Presidential Decree on Amendments to the Decision on Export Supports, it has been ensured that 50% of the rental expenses for foreign units of companies established abroad that are acquired by domestic companies, as well as their promotion and marketing expenses incurred abroad, will be supported.

With the Presidential Decree on Amendments to the Import Regime Decision, the import tax on urea, which is a raw material for fertilizer, has been reclassified.

With the amendment made to the Graduate Education and Training Regulation, graduate and doctoral students who give birth may be granted an additional 2 semesters of time after childbirth, and these additional periods will not be included in the maximum duration determined for the completion of the program.
