Amendments were made to the Charging Services Regulation, redefining the procedures for the operation of charging stations for electric vehicles, mobile charging stations, and the licensing of operators. Pricing will be conducted solely based on kWh/TL, and no initiation fee will be applied. On platforms with a membership system, the pricing applied to non-members may be at most 25% higher than that applied to members. Joint usage agreements may be established between charging operators.
With the Communiqué on Occupations Subject to Mandatory Vocational Qualification Certificate by the Vocational Qualifications Authority, a mandatory vocational qualification certificate requirement has been introduced for those working in hazardous and very hazardous jobs. Furthermore, the requirement for a vocational qualification certificate for 40 new occupations, primarily including wind and solar energy system workers, electric and hybrid vehicle technology workers, construction and heavy machinery operators, and workers in the mining and metal sectors, will come into effect in 12 months.
Amendments were made to the Regulation on the Issuance of Green Port Certificates for Coastal Facilities, including ports and piers obtained through filling and drying in the definition of coastal facilities. A requirement was introduced for coastal facilities to establish a memorial forest or implement a special afforestation project of 5,000 trees. Additionally, obligations were regulated regarding the possession of equipment for sea surface cleaning and the preparation of annual reports through planned cleaning activities.
The Personal Data Protection Board, in its principle decision dated 18.02.2026, ruled that data controllers must organize explicit consent and disclosure texts separately.
With the General Communiqué on the Tax Procedure Law, new regulations were introduced regarding the settlement processes for penalties related to tax loss and procedural irregularities. The institution where the settlement meeting will take place was clarified. The procedure for determining the penalty amount subject to settlement was clarified. In cases where multiple penalties are involved, evaluations will be based on the highest penalty amount. The settlement threshold for the year 2026 was set at 40,000 TL. This amount will be increased annually according to the revaluation rate. Settlement meetings may be held for penalties exceeding this threshold.
