Law No. 7579 on Amendments to the Land Registry Law and Certain Other Laws and Decree-Law No. 375 has been passed by the Grand National Assembly of Turkey (TBMM). Appraisal (land valuation) reports, which are used in land registry transactions and are mostly prepared by authorized institutions at the request of banks, will now also be processed into the Land Registry's electronic system.

Thus, it will be easier to detect purchase and sale transactions that are not taxed based on their real value for properties where such reports have been obtained or similar real estate. Ground survey procedures can now only be carried out by institutions authorized by the Ministry.

The establishment of new companies or cooperatives by municipalities has also been made subject to the President's permission. The majority required for changes to site management plans has been reduced from 4/5 to 2/3.

With the Regulation on Health Reports, a system has been adopted where all applications for health reports are made via e-Nabız. The written request procedure and the requirement for physical archiving have been abolished.

Some health status documents can now be obtained through the system without even physically visiting a doctor. Report Application Centers will be established in hospitals, and the renewal of certain types of reports will be possible within the scope of remote health services. The new regulation largely digitizes the health report processes required, especially for employment, sports, and social activities. 

An amendment to the General Communiqué on National Real Estate has made it possible to transfer another 2/B property of equivalent value in exchange for 2/B lands where ownership has been finalized but could not be transferred to the rightful owner for any reason. In such cases, if a similar property cannot be found in the same province, a transfer can be made from another province. Improvements on the property such as houses, warehouses, or greenhouses that increase value will also be included in the valuation. There can be a maximum difference of 20% between the properties to be determined, and in the event of a difference in favor of the public, the Treasury will pay this difference in cash before the title deed transfer.

The Communiqué on the Implementation of the Turkish Food Codex Regulation on Novel Foods has been published. With the communiqué, companies are now required to submit detailed reports including toxicology studies, risk assessment analysis, production processes, and reliability reports for new product applications.

Companies will be required to report that the new product does not pose a risk to human health, does not mislead the consumer, and does not create a nutritional disadvantage. Furthermore, novel foods derived from pork or insects have been completely removed from the list. This situation is particularly significant regarding artificial meat. In this form, the communiqué has effectively prevented the sale of foods defined as artificial meat in Turkey.

The Constitutional Court has annulled the part of Article 134 of the Criminal Procedure Code which regulates that "in cases where there is a risk of delay, the Public Prosecutor may issue a search/copying order for computers."

Following the annulment, which will enter into force in 9 months, computers, phones, hard drives, and other digital records can now only be searched with a judge's decision. 

An amendment to the Communiqué on Required Reserves has reduced the monthly growth limit applied to overdraft accounts from 2% to 1%. If the growth limit on overdraft accounts allocated to consumers by banks is exceeded, an amount in TL equal to the excess must be blocked as required reserves. For this reason, it is understood that the legislative change is intended to support the tightening process in monetary policy by restricting growth in overdraft accounts.
