A regulation amendment regarding the employment of foreigners of Turkish descent in Turkey has been made. Following the amendment, the decision on who is considered to be of Turkish descent has been left to the President. Furthermore, the scope of the regulation has been narrowed with newly added conditions. To be included in the legislation regarding the employment of foreigners of Turkish descent, the following conditions have been introduced: being from communities accepted as being of Turkish descent by the President, being unable to practice one's profession in the country of citizenship due to reasons beyond one's control and being forced to live in Turkey, and most importantly, having an ethnic and cultural identity different from the general population of the country of citizenship. Thus, our kinsmen in Central Asia have been excluded from the scope of this law, and the legislation has been narrowed to cover only those of Turkish descent who do not live in a Turkish country. In summary, the legislation previously enacted to facilitate the employment of our Turkish kinsmen from Central Asia in Turkey has effectively become obsolete, and all the conveniences provided for the employment of our kinsmen have been eliminated.

The Ministry of Trade has amended the Price Tag Regulation. A practice has been introduced where restaurants, cafes, patisseries, and other businesses must upload their product prices to an electronic system to be established by the ministry, and all prices will be available for customers to review online.

The Ministry of Culture and Tourism has amended the Regulation on the Regulation of Activities for Renting Residences for Tourism Purposes. Timeshares have also been included in this scope. With the amendments, the permit certificate processes have been relaxed, but discretionary power has been granted to the administration regarding the issuance of the certificate. In practice, it was explicitly stated that the permit certificate does not change the residence's primary function as a dwelling, nor does it alter the rights and obligations under the Zoning Law or the Coastal Law. Fire safety requirements in the permit acquisition processes have been increased; the obligation to keep chemical fire extinguishers, smoke detectors, and warning signs has been introduced.

The Constitutional Court has annulled the article in the State of Emergency (OHAL) decree-law dated February 7, 2018, which stated that those dismissed from their duties could not make any compensation claims. There are no longer any obstacles arising from legislation for those dismissed under this decree-law to file lawsuits for pecuniary and non-pecuniary damages. The Constitutional Court had previously annulled the same provision regarding compensation in the OHAL decree-law dated October 31, 2018, with its decision published in the Official Gazette on August 11, 2025. Since there are countless OHAL decree-laws and the same provision exists in each, it appears that favorable decisions regarding the compensation rights of those unjustly dismissed will continue.

The Ministry of Treasury and Finance, the Ministry of Interior, the Ministry of Trade, and the Ministry of Transport and Infrastructure have amended the Regulation on the Collection of Administrative Fines Imposed on Foreign-Plated Vehicles. Following the legislative amendment, a restriction has been imposed on the exit of foreign-plated vehicles from the country until the administrative fines belonging to the vehicle are paid.

The Capital Markets Board, following the legislative amendment dated February 14, 2025, and the communique that entered into force on July 1, 2025, published its principle decision dated October 9, 2025, stating that notary approval will not be required for board of directors' decisions kept through the Electronic Commercial Book System.

The Energy Market Regulatory Authority has made amendments to the regulations on the Liquefied Petroleum Gases (LPG) Market and the Technical Regulations to be Applied. LPG distributor license holders will be able to purchase wholesale LPG from any distributor, but as of January 1, 2026, they will not be able to sell this LPG to another distributor. Facilities with empty capacity in their storage facilities will be obliged to meet storage requests unless there is a justifiable reason.
