Amendments were made to the Ministry of National Education's Regulation on Private Educational Institutions, mandating that tuition fees for both new and re-enrolling students be determined based on the average of the previous year's December CPI and PPI. International private educational institutions are now prohibited from being located on the same campus as other schools. A requirement was introduced for international diploma and certificate programs, as well as foreign language courses, to use only textbooks printed in Turkey that have received approval from the Board of Education and Discipline. Furthermore, boarding at the middle school level has been terminated, with the exception of schools opened by associations working for the public benefit and tax-exempt foundations where students study free of charge.
By Presidential Decree:
- The fee for a gun possession license has been increased from 79,002 TL to 158,000 TL for a 5-year period.
- The Special Consumption Tax (ÖTV) rate for yachts and passenger/cruise ships has been raised from 0% to 8%.
- The fixed stamp duty on all official documents, primarily notary and tax office transactions, has been increased by approximately 50%, effective from October 1, 2026.
The Regulation on Products Derived from Human Tissues and Cells and Centers Related to These Products has been published. Under the regulation, production centers will be established to meet patients' needs for tissue and cell products through domestic production, and personalized tissue and cell products will be manufactured. In surgeries and treatments, domestically produced products obtained from the patients' own cells and tissues will be used instead of imported tissue and cell products. Production will be carried out in Cell and Tissue Product Production Centers under the supervision of the Ministry of Health and the Turkish Medicines and Medical Devices Agency (TİTCK). Treatment needs will be determined by physicians, and prescribed products will be supplied through hospital pharmacies, authorized centers, and the State Supply Office (DMO).
The Regulation on Job and Task Descriptions of Health Professionals and Other Professionals Working in Health Services was amended to define the job and task descriptions of nuclear medicine technicians and to update those of dental prosthesis technicians. Additionally, the roles of healthcare technicians in medication and sampling processes were included within the scope of the regulation.
The Communiqué on the Implementation Procedures and Principles of Intensive Care Services in Inpatient Health Facilities was amended, and the deadline for compliance with physical and technical standards, which first entered into force upon its publication in the Official Gazette dated 20.07.2011, has been postponed once again to 30.06.2026.
The Regulation on Family Medicine Contracts and Payments was amended, introducing a requirement of at least 70 points on the scoring table determined by the Ministry for family physicians and family health workers to renew their contracts. A regulation was also introduced stipulating that for payments made to family physicians, half of the coefficient will be used as a basis for patients who have not received any services from the family physician within the last year.
The Regulation on the Identification and Registration of Manuscripts and Rare Printed Works was published. Regulations were introduced for the establishment of Work Registration Commissions to determine whether works are subject to registration, the issuance of a "Manuscript/Rare Printed Work Subject to Registration Certificate" for works taken from their owners and registered, and the archiving of digital copies of the works. Collectors and institutions are now required to register their manuscripts and notify the Presidency of Manuscripts and Rare Printed Works regarding auctions. Regulations were also introduced for works deemed complementary to collections to be purchased by the Presidency and included in the inventory, and for works bearing a foundation seal/record to be reported to judicial authorities and preserved by the Presidency.
