The Constitutional Court;
-Annulled the regulation in Article 166 of the Code of Civil Procedure, which governs cases filed in civil courts of the same level and capacity within the same judicial district that are consolidated due to a connection between them, on the grounds that it left no room for the judge of the first court to which the cases were consolidated to reject the file.
-Identified the loss of value of a receivable arising from a debt relationship against inflation due to the failure to conduct a trial within a reasonable time as a structural problem that constitutes a violation of the right to property. Consequently, it notified the Grand National Assembly of Turkey (TBMM) that the situation requires a legislative arrangement and decided to apply the pilot judgment procedure. Similarly, following this decision dated July 8, 2025, regarding application number 2024/41763, it suspended the examination of files on the same subject for 6 months.
The Ministry of Health has amended the Regulation on Organ Transplantation Services. Organ donation procedures can now be performed via e-Devlet and e-Nabız, and priority will be given to the relatives of organ donors during transplantation.
By Presidential Decree;
-An additional financial obligation of 25% for conventional and hybrid passenger cars, 30% for plug-in hybrid cars, and 30% for electric cars has been imposed on imports from countries other than the European Union and countries with which we have a free trade agreement. Vehicles for which customs declarations are registered by November 21, 2025, will be taxed according to the previous legislation and will therefore not be affected by this increase.
-The additional financial obligations imposed on the import of certain products originating from the USA, which were put into effect by the Council of Ministers Decision dated 11.06.2018, have been lifted.
The Court of Cassation ruled that, according to the legislation, a child born within a marriage takes the father's surname, and in the case of divorce, the woman can only use her maiden name in exceptional circumstances; therefore, it is not possible for a child born from a previous marriage to use the surname of the spouse from a second marriage if the mother remarries.
An amendment was made to the Communiqué on Keeping Commercial Books Not Related to Business Accounting in Electronic Environment. It has become mandatory for companies covered by the communiqué to keep their share ledgers and general assembly meeting and negotiation ledgers in an electronic environment, and the period for companies keeping physical ledgers to apply to a notary for the closing approval of these physical ledgers has been extended from 2 months to 6 months.
The Law on the Protection of the Consumer has been amended. Accordingly, in order to re-evaluate administrative fines in case of an objection, a conciliation commission will be established under the provincial directorates, effective from October 1, 2025.
