The Constitutional Court;

- Ruled that the right to property was violated because default interest rates do not keep pace with inflation, but determined that this violation is not due to individual errors, but rather a structural problem stemming from insufficient legal regulations. For this reason, the Court explained that a new legal regulation must be enacted by the Grand National Assembly of Turkey (TBMM) to permanently resolve the issue, and that since there are numerous similar applications, a structural solution should be produced instead of individual compensation. In this context, the Court applied the Pilot Judgment Procedure, notified the TBMM for the resolution of the issue, and suspended the examination of files on the same subject for 6 months from the date of this decision. 

 - Ruled that the right to call witnesses, which falls under the scope of the right to a fair trial, was violated and that a retrial is necessary, on the grounds that the court placed the defendant at a significant disadvantage by failing to hear the witnesses presented by the defendant in a way that would affect the outcome. 

- Ruled that the rejection of a convict's request to meet with their lawyer, after their conviction was upheld by the Court of Cassation and became final, on the grounds that the power of attorney relationship between the parties had ended, constitutes a violation of the right to respect for private life.

The Ministry of Transport and Infrastructure amended the Road Transport Regulation, prohibiting vehicles with license plates from performing transport between two points within the borders of Turkey.  Additionally, the Ministry amended the Winter Tire Communiqué, extending the period during which the use of winter tires is mandatory by 1 month, moving the dates from December 1 – April 1 to November 15 – April 15. 

The Competition Authority amended the Communiqué on the Right of Access to the File and Protection of Trade Secrets, restricting the parties' right to access the investigation file in ongoing investigations before the authority, and allowing parties to access the file only once unless new evidence is obtained.  Ongoing investigations were exceptionally subjected to the previous communiqué. 

The Personal Data Protection Board has added companies with fewer than 10 annual employees or an annual financial balance sheet total of less than 10 million TL to the list of companies exempt from the VERBIS obligation.
