The killer: The INCOMPETENT AND BAILED INTERVIEW system

Tomorrow is December 4, 2023 

Exactly 164 years have passed since the founding of Mülkiye. 

The Kırıkkale University Department of Political Science and Public Administration was established exactly 134 years after Mülkiye.

Mekteb-i Mülkiye, 

It begins with the opening of the Mekteb-i Fünun-u Mülkiye by Abdülmecit to establish a Western, contemporary system to rectify the Empire's deteriorating situation and to train the administrators who would run this new system. 

Following the onset of the industrial revolutions in 1730, the Ottoman Empire began to lose its power. It saw integration into the modern world as the solution and 

established higher bureaucratic schools for 

Medicine (Tıbbiye), 

Civil Administration (Mülkiye), 

Military (Harbiye),

and Justice (Adliye).

Today, the Mülkiye continues its educational life as the Ankara Faculty of Political Science. 

According to YÖK ATLAS, it admits students from the top 2,000 to 30,000.

Recently, I ran into a childhood friend from the neighborhood who has been serving as a Governor for quite some time. 

We said, 'Let's have a couple of drinks and catch up.'

We wanted to reminisce about the days when we played soccer together in Faroz, fished at the harbor, and swiped cigarettes from the fairground vendors.

May God bless Atatürk and his comrades-in-arms, who provided us with equal opportunity by founding the Republic. 

Following a childhood spent at the fishing shelter, our friend had the chance to serve as a Governor.

As a product of the Republic, he has reached the highest levels in the 'Public' sector.

May God clear his path and grant him even higher offices.

Anyway, we discussed the 200-year-old chronic issues of the country and the region.

When the academic habit kicked in, the topic naturally turned to education and universities.  

My childhood friend “Gökhan, there is a serious problem in the system. Our generation would graduate from old and established universities like Mülkiye, Marmara, or Istanbul, which accepted students from the top 1,000 or at worst the top 10,000, and then pass through several more selection processes before being appointed as public administrators,” he said.

In other words, “The cream of the crop.”

Meaning, “The best of the best”

He continued, “We had to be in the top thousand in the university entrance exams—nowadays it's the top 20 thousand—and we also had to secure a place for ourselves in the top 10-15 percent in post-graduation exams. Then came long internship periods for professional training.” he added. 

Now, students who rank in the top 500 thousand, or sometimes just enter the top one million by marking 'a' for every answer after writing their name and surname, are becoming district governors.

Note:

Apparently, a monkey can learn to mark answers after a short training.

Once it learns to write its name, God willing, it will also get into university.

If he "public administration and political science" chooses the department, he will likely get in.

And if he finds a good guarantor, "District Governor" it will be possible for him to become.

When I watched the news about the district governor that made headlines recently with a heavy heart, the Governor's lament came to my mind.

A quick Google search reveals that the high-level bureaucrat who had a polemic with the kebab shop owner is from a university just 1 hour away from Ankara (the capital city of Ankara). "Political Science and Public Administration" I saw that he graduated from the department. 

I saw something else that is unbelievable, 

The department is accepting students from a ranking of 1,171,779, that is, 

one million one hundred seventy-one thousand seven hundred seventy-nine. 

It seems it is accepting students from that ranking. 

Writing your "name" and marking all answers as "a" is enough.

Those who do not believe it should look at the very well-prepared YÖK Atlas page. 

I also used Yökatlas when making my son's university preferences. It is extremely easy to use. That is why I learned well how one can enter university with zero net scores.

However, while it is impossible to choose engineering without ranking in the top 300,000, medicine without the top 50,000, pharmacy without the top 100,000, law without the top 125,000, and dentistry without the top 70,000, ranking in the top 1-2 million is sufficient to become a Governor. 

I am thinking, even if one is admitted to university with a ranking in the top 1 million, after a 4-year university education, having received language training abroad, KPSS-KRTS-AKTS-TPTS-MKTS-ARTS-VLTS is it possible for someone who has passed exams like these and completed an internship under an experienced district governor to get into an argument with a kebab shop owner? 

It does not seem so.

This can only happen through “Meritless Guaranteed Interviews” is possible with the system.

The question is this.

Who is the guarantor?

Under normal circumstances, someone who would be eliminated in the very first stages of exams can only cause this disgrace through sponsorship. 

Although we have an education system that we criticize as being tyrannical, we have a model that would certainly eliminate someone with such a low human development index.

In my 25-year academic career, I have been following almost all of our students through social media. While our students with a high human development index climb the career ladder rapidly, those with a relatively lower one climb more slowly.

As the famous Arab traveler Ibn Fadlan said, one of the most important systems of the Turks is the guarantee system.

If there is no merit-based approach alongside this very important guarantee system, "kebab-making district governor" we encounter such news more frequently. 

If a district governor is getting involved in such an impolite matter, the reason is neither the Council of Higher Education (YÖK) nor the university education system. The reason for this is solely and exclusively THE SYSTEM OF MERITLESS INTERVIEWS BASED ON PATRONAGE .
