Hababam Municipality

"Devil" Rahif Gada, or Brother Raif, was a very cunning politician. Back then, town municipalities had not yet been abolished. He wanted to be a mayoral candidate for the Kuşkonmaz Municipality. But the party he belonged to just wouldn't make him mayor of a place where not even a bird flies or a caravan passes. 

Devil Raif served as a village headman, a municipal council member, and even a provincial general assembly member, but he just couldn't become mayor.

The new term for mayoral elections was approaching. There were only 4-5 months left until the elections. Although, a period of 4 or 5 months is not a long time for politics, of course. Especially not for someone like Raif to prepare for a candidacy.

Anyway, Zülfü retreated to a corner and thought for a long time. He even thought for a few days. What could he do in this election to win the mayoralty?

There were nearly twenty candidates in that tiny town. Raif Efendi was very angry at these candidates:

-Good grief, did this herd of candidates see me? They aren't coming to serve the municipality, they are coming to feed off it.

Zülfü Gada made a decision. He would pass himself off as a sheikh. He was a descendant of Imam Musa al-Kazim. As people started calling him "Sheikh this" and "Sheikh that," the public eventually accepted him, but... His name was a bit unsettling: Devil Sheikh Raif Efendi.

Without saying "Devil Sheikh," no one even remembered Raif's sheikhdom or even his existence.

When he was around, everyone referred to him as "His Excellency Sheikh Raif Efendi." 

Anyway, eventually, Devil Sheikh Raif Efendi became a candidate. He gave up the raki, this and that. Every day it was prayers, supplications, fasting, Hajj, and Umrah; Devil Sheikh Raif Efendi was about to take flight.

Other blessed sheikhs came to help this relative of theirs.

The town of Kuşkonmaz turned into a holy city.

Those who went from mosque to mosque and neighborhood to neighborhood were conducting their election tours while chanting takbirs.

By now, the townspeople were slowly forgetting to call Devil Sheikh Raif Efendi "devil." They were listening to his blessed sermons.

The blessed sheikh was no longer talking at all about what he would do once he became mayor.  

And so, in the end, Devil Sheikh Raif Efendi managed to win the municipality. He became the mayor. What did he do after he was elected?
