60 thousand releases expected: Execution regulation on its way to parliament

Approximately 60 thousand prisoners are expected to be released under the execution regulation being worked on by the People's Alliance. The draft prepared by the Ministry of Justice is being prepared for submission to the Grand National Assembly of Turkey (TBMM).

60 thousand releases expected: Execution regulation on its way to parliament

It is stated that approximately 60 thousand people are expected to be released from prisons as part of the work carried out by the People's Alliance regarding the execution law. The regulations concerning the execution law and the 10th Judicial Package are planned to be implemented through the efforts of the People's Alliance partners, the AKP and the MHP.

Following the completion of preparations by the Ministry of Justice, as well as the AKP and the MHP, the regulation is expected to be submitted to the Speaker of the Grand National Assembly of Turkey.

DEM PARTY-YILMAZ TUNÇ MEETING

During the period when these efforts were ongoing, it is known that the DEM Party delegation, which met with Minister of Justice Yılmaz Tunç, also requested certain regulations in judicial legislation, including the execution law. For these reasons, it is being voiced in government corridors that the PKK might be expected to dissolve itself in accordance with the call made by PKK terrorist organization leader Abdullah Öcalan on February 27, in relation to the regulations concerning the execution law.

The Ministry of Justice is working on changing execution periods for certain crimes, increasing the probation period to 3 years to reduce overcrowding in prisons, abolishing execution reductions for repeat offenses, changing execution rates, increasing penalties for violence and sexual crimes, shortening trial periods, and redefining the nature of certain acts as crimes.

"PRISONS WILL BE CREATED ACCORDING TO CRIME TYPES"

In the study, which also addresses regulations aimed at the rehabilitation of prisoners in the execution law, it is envisaged to create specialized prison conditions according to crime types. Accordingly, prisoners related to crime types such as drug addiction, robbery or theft, and murder will be kept in specialized prison conditions to be created, and practices such as specialized education aimed at the rehabilitation of the prisoner, psychological support, participation in social development projects, and involvement in public service will be implemented. Changes are also expected in the structure of the Prison Monitoring and Evaluation Boards, which are a subject of public debate.

While People's Alliance sources emphasize that the regulation they are working on cannot be called an amnesty or an early release effort, the Ministry of Justice continues its work on how many people the regulation affects. In initial studies, it is stated that if the regulation is implemented, approximately 60 thousand people are expected to be released from prisons.
