Behind the scenes: 17 percent raise expected for pensions, 12 percent for civil servant salaries

The 2025 minimum wage was announced as 22 thousand 104 TL, representing a 30 percent increase, which fell far below expectations despite the backlash from millions. Following the determination of the minimum wage, which had been awaited with curiosity for weeks, eyes have turned to the raises for pensions and civil servant salaries. 

According to the report by Cengiz Anıl Bölükbaş from T24, it is expected that pensions and civil servant salaries will not receive a raise higher than the 6-month inflation difference. In this context, a 17 percent raise for pensions and a 12 percent raise for civil servant salaries are planned. There is no agenda for a welfare share increase or any improvement regarding these raises. 

TÜİK will announce the December inflation figures on January 3, and with this data, the raise rate for civil servant salaries and pensions will become clear.

The Central Bank's latest Market Participants Survey raised the year-end inflation forecast from 44.81 percent to 45.28 percent. With this update, the inflation difference for SSK and Bağkur retirees will be approximately 16.50 percent.

The raise for civil servant salaries is being evaluated within the framework of the 7th Term Collective Agreement. In calculations based on the inflation difference, the raise rate for civil servants and retired civil servants is projected to be 12.26 percent.

According to these rates, the lowest civil servant pension will increase from 17 thousand 586 TL to 19 thousand 742 TL. The salary of a single civil servant will rise from 36 thousand 236 TL to 40 thousand 678 TL. The salary of a married civil servant will reach 44 thousand 011 TL from 39 thousand 205 TL.

'NO WELFARE SHARE ON THE AGENDA'

Furthermore, the economic management does not plan to provide any raise to civil servant salaries and pensions beyond the 6-month inflation difference. The economic management is of the opinion that no further raises should be given to pensions and civil servant salaries due to the fiscal and monetary policies implemented within the scope of the disinflation program. In this context, a 17 percent raise for pensions and a 12.26 percent raise for civil servant salaries are planned.

While the raise rates were being determined, it had been reflected in the behind-the-scenes reports that a welfare share regulation for civil servants and retirees could come to the agenda. There is no agenda for a welfare share or improvement for pensions and civil servant salaries.
