Behind-the-scenes of the 'process' from pro-government media: How will terrorists who lay down their arms return to Turkey?

It has been claimed that new developments may occur in the coming days regarding the second opening process, which was architected by MHP leader Devlet Bahçeli and is being conducted by the government—which calls it a "Terror-Free Turkey"—with the DEM Party and Abdullah Öcalan, the leader of the terrorist organization PKK.

While the DEM Party wing has voiced criticisms that the process is moving slowly, government sources stated that they are acting according to their own schedule.

According to the pro-government newspaper Türkiye Gazetesi, it was stated that some administrative steps, which are claimed to "not require legislation," could be implemented in the near future as part of the progress of the process. It was noted that the security bureaucracy has intensified its contacts with both Qandil and Imralı and is evaluating topics that would encourage the organization to lay down its arms.

AKP sources noted the following regarding the progress of the process:

“We have been saying from the beginning that this process will proceed with a zipper system. Everything is moving step by step. There may be some delays, but we are not talking about an easy process. We are not getting hung up on what DEM or others are saying. The interlocutor here is Öcalan. For this reason, security units are already discussing every issue with Öcalan. There will be new developments soon.”

PROCESS PRESENTATION BY İBRAHİM KALIN

On the other hand, it was claimed that MIT President İbrahim Kalın recently made a presentation to the AKP leadership regarding the process.

It was stated that in the presentation made by Kalın, evaluations were discussed regarding how members of the organization who lay down their arms will be taken into custody, the fate of the weapons, and the legal processes to which those entering Turkey will be subject.

Accordingly, the National Intelligence Organization is conducting technical preparations for both legal processes and a verification-confirmation mechanism. It was stated that the framework regarding PKK terrorists who leave the organization by laying down their arms will become clear after the planned legislation is enacted, and that terrorists who want to come to Turkey will be evaluated within the scope of a "verification and confirmation mechanism" to be established by security units.
