Breaking News... Mustafa Çiftçi announces: 7 investigation permits granted regarding the Mansur Yavaş era

Interior Minister Mustafa Çiftçi announced that during the investigations into the Ankara Metropolitan Municipality, investigation permits were granted under 7 different headings in line with inspector reports during Mansur Yavaş's approximately 7-year term in office.

Interior Minister Mustafa Çiftçi met with members of the press at the Vilayetler Evi in Ankara's Gölbaşı district.

INVESTIGATIONS INTO MUNICIPALITIES

Providing information on the processes carried out regarding municipalities, Çiftçi stated that the Ministry of Interior's actions are not conducted according to political affiliation, but rather based on the results of reports, complaints, inspections, and audits.

Stating that a total of 3,309 investigations and inquiries were conducted between the March 31, 2024 local elections and April 17, 2026, Çiftçi reported that investigation permits were granted for 1,535 of them.

DISTRIBUTION OF INVESTIGATIONS BY 'PARTY'

Stating that there are also duplicate files in the investigations conducted, Çiftçi shared the following information regarding the distribution:

"When we look at the distribution, 677 are related to AK Party municipalities. 371 are related to CHP, 128 to MHP, 18 to DEM Party, 9 to IYI Party, and 332 to municipalities belonging to other parties. According to this data, the municipalities with the most investigation permits granted are AK Party municipalities. This corresponds to approximately 44 percent of the total. This table alone shows that the claim that 'only opposition municipalities are being targeted' does not align with reality."

"INVESTIGATION PERMITS GRANTED ON 7 ISSUES REGARDING YAVAŞ"

Çiftçi continued as follows:

"Specifically regarding the Ankara Metropolitan Municipality, a total of 49 investigation and preliminary inquiry approvals were granted covering Mr. Mansur Yavaş's term of office of approximately 7 years. 23 preliminary inquiry reports were prepared. 32 allegations were evaluated. In line with the inspectors' recommendations, investigation permits were granted on 7 issues. 2 of these were overturned by the Council of State, 2 are still under review by the Council of State, and in 3 files, the proceedings following the decision are ongoing. In 25 allegations, no investigation permit was granted because Yavaş's signature, approval, or instruction could not be determined.

Furthermore, no criminal elements were found in 18 issues. 13 referral reports were sent to the Ankara Chief Public Prosecutor's Office, and 1 referral report was sent to the Ministry of Treasury and Finance. 2 compensation reports were also forwarded to the municipality. 11 investigation and preliminary inquiry processes are still ongoing. Therefore, the action taken here is not political; it is an administrative mechanism that proceeds on the basis of allegations, inquiries, inspector reports, and the legal process."

Çiftçi also stated that the investigation permits granted by the Ministry of Interior do not mean a final decision. He expressed that these permits are administrative decisions taken within the scope of Law No. 4483 on the "Trial of Civil Servants and Other Public Officials" and are subject to judicial review.
