Breaking News: Reconciliation process commission meets tomorrow! First details of the draft report revealed

Details have begun to emerge from the draft text of the final report prepared by the commission for the second reconciliation process—which MHP leader Devlet Bahçeli architected and the government has named "Terror-Free Turkey"—conducted with the DEM Party and Abdullah Öcalan, the leader of the terrorist organization PKK.

While discussions surrounding the "Right to Hope" continue in the report, it has been decided that commission members will convene tomorrow (February 18) following the emergence of the draft.

Members of the National Unity, Solidarity and Democracy Commission will meet at 11:00 AM under the chairmanship of Parliament Speaker Numan Kurtulmuş. According to information reported by Habertürk, the report is expected to be put to a vote during the meeting.

WHAT IS IN THE DRAFT REPORT?

The draft, which consists of a total of 60 pages, contains 7 main headings. The text does not explicitly include the phrase "Right to Hope," which MHP Chairman Devlet Bahçeli used for PKK leader Öcalan. However, the following points are listed in the "regulation regarding trial and execution" section under the "democratization proposals" heading:

Re-evaluation of execution legislation in line with ECHR and Constitutional Court case law and international conventions,

Adoption of a fairer and more holistic system, including conditions for conditional release and execution periods,

Consideration of the option of postponing execution for sick and elderly convicts,

Proposals for the restructuring of prison administration and observation boards, their decision-making processes, and the adoption of trial without detention as the principle.

The draft text also highlights the termination of the trustee appointment practice and the re-evaluation of the definition of "terrorism" as notable topics.

Proposals to exclude non-violent acts from the scope of terrorism offenses, to amend the Turkish Penal Code and the Anti-Terror Law to strengthen freedom of expression, to update legislation on meetings and demonstrations to expand rights and freedoms, to review press and broadcasting legislation, and to have the municipal council conduct new elections in the event that a mayor is removed from office in local administrations were also included in the draft.

In the "legal regulation proposals" section of the report, it was emphasized that a strong legal infrastructure is essential for the process to be placed on a permanent foundation. In this context, it was recommended that a special, independent law be enacted for the process, provided that the security units determine and confirm that the organization has laid down its arms.
