Çankaya Municipality investigation: Arrested Hüseyin Can Güner's defense statement in court revealed

Out of 30 suspects detained in the tender and bribery investigation into the Çankaya Municipality, conducted by the Ankara Chief Public Prosecutor's Office's Organized Crime Investigation Bureau, 24 have been arrested. Within the scope of the investigation, 6 people were released.

ARREST DECISION FOR MAYOR GÜNER

The duty Magistrate Judge decided to arrest Çankaya Mayor Hüseyin Can Güner on charges of "Rigging Tenders of Public Institutions or Organizations," "Establishing an Organization for the Purpose of Committing Crimes," and "Taking Bribes."

GÜNER: "SECRET WITNESS TESTIMONY HAS BEEN INCLUDED IN THE ARREST REFERRAL"

Making his defense in court, Hüseyin Can Güner denied all charges against him. Stating that he was not asked any questions regarding the "bribery" and "forming an organization" charges, Güner used the following expressions:

“I returned from abroad of my own volition on July 11, 2026, and surrendered. I believe that being referred for arrest with these charges is a great injustice. I am here because I defended the rights of the people of Çankaya. No questions or accusations were made regarding taking bribes. No questions were asked regarding the crime of forming an organization either. When I asked the Public Prosecutor's Office, I was told that the organizational chart would be drawn up later. The secret witness testimony has been included in the arrest referral."

"IT IS NOT A PUBLIC LOSS, BUT A PUBLIC INTEREST"

Continuing his defense, Güner also denied the allegations regarding the tenders, arguing that the accusations directed at him were not based on concrete evidence.

"There is no concrete accusation. I do not know any of these firms. I have not given instructions to any person on any matter. The accusation against me is about the cancellation of a tender. I did not give cancellation instructions to anyone. There is no question of causing millions of liras in public loss; on the contrary, there is public interest. The complainant in this file filed a complaint but was invited to the next tender, yet they did not participate. I do not think there is anything legally wrong. I have nothing else to add to my defense. I request to be released to be tried without arrest."

MUNICIPAL OFFICIALS ARE ALSO AMONG THOSE ARRESTED

Within the scope of the investigation, a total of 24 people were arrested, including Çankaya Mayor Hüseyin Can Güner, as well as Municipal Council Member Emre Doğan, Deputy Mayor Mesut Akıncı, and Municipal Council Member Ahmet Ağırman. While the arrested suspects were sent to prison, the 6 people released were met by their relatives in front of the courthouse.
