The lawsuit filed to cancel the CHP's 38th Ordinary Congress held on November 4-5, 2023, and the 21st Extraordinary Congress held on April 6, 2025, began at 10:00 AM at the Ankara 42nd Civil Court of First Instance, having been moved to courtroom Z-10 at the Dışkapı Courthouse due to high attendance.
CHP lawyers Çağlar Çağlayan and Mehmet Can Keysan, along with Onur Yusuf Üregen, the lawyer for the congress delegates, attended the hearing.
As part of security measures, law enforcement took extensive precautions around the courthouse building hours before the hearing. Members of the press also showed great interest in the hearing and were present in front of the courthouse from the early hours of the morning.
Background of the Case:
The Ankara Chief Public Prosecutor's Office had launched an investigation regarding the CHP's 38th Ordinary Congress held on November 4-5, 2023. The cancellation lawsuits filed separately by former Hatay Mayor Lütfü Savaş and some delegates were consolidated into the file at the Ankara 42nd Civil Court of First Instance on February 14.
During the June 30 session of the case, the court decided to await the outcome of the appeal against the decision of lack of jurisdiction in the case subject to criminal proceedings and adjourned the hearing to September 8.
However, upon the request of CHP lawyers to postpone the hearing on the grounds that September 4-9 marks the founding week of the CHP and that founding events would be held during these dates in accordance with Article 86 of the party charter, the court found this request reasonable and rescheduled the hearing to September 15.
In the hearing held on September 15, the court decided to inquire about the current status of the cases related to the congress; to send a writ to the Supreme Election Council (YSK) and the CHP Headquarters to request the delegate list of the extraordinary congress held on September 21 and the delegate list of the Istanbul Provincial Congress held on September 24, and once again rejected the requests for injunctions as it had previously done.
