CHP's Yavuzyılmaz reveals 'new robbery plan': Free ring roads are becoming toll roads!
CHP Deputy Chairman Deniz Yavuzyılmaz has exposed a plan to privatize ring roads in 5 provinces, currently operated free of charge by the General Directorate of Highways (KGM), for a period of 25 years. Yavuzyılmaz stated, "Roads built with citizens' taxes will be turned into mints for companies."
Republican People's Party (CHP) Zonguldak Deputy Deniz Yavuzyılmaz has announced the government's new privatization move to the public, based on data from the Presidential Communication Center (CİMER) and the General Directorate of Highways (KGM). According to the documents revealed by Yavuzyılmaz, the ring roads in Ankara, Istanbul, Izmir, Bursa, and Gaziantep, which millions of citizens use for free every day, are facing the threat of being transferred to private companies for 25 years.
THE FREE PERIOD IS ENDING: 5 PROVINCES, 275 KILOMETERS!
The routes planned to be included in the scope of privatization cover a total of 275 kilometers of thoroughfares that are the lifeblood of urban traffic:
- Ankara Ring Motorway: 120 km
- Istanbul 2nd Ring Motorway: 38 km
- Izmir Ring Motorway: 51 km
- Bursa Ring Motorway: 34 km
- Gaziantep Ring Motorway: 32 km
12 BILLION DOLLARS IN 'REVENUE' OVER 25 YEARS
Yavuzyılmaz shed light on the economic dimension of the disaster with a calculation based on the KGM's 2025 traffic data. The total number of vehicles passing through these 5 ring roads in 2025 was recorded as 836 million 568 thousand.
If these roads are privatized and priced based on the average kilometer costs in Build-Operate-Transfer (BOT) projects:
- The amount companies will collect from citizens in one year: 21 Billion 677 Million TL.
- Total 25-year revenue: 542 Billion TL (approximately 12 Billion Dollars at today's exchange rate).
"A NEW NAME FOR ROBBING THE CITIZEN"
Making a harsh statement on the subject, Deniz Yavuzyılmaz criticized the hand reaching into the public's pocket with the following words:
"The cost of these roads was already covered by the taxes paid by the citizens. Handing over ring roads, which are public property and have been used for free until now, to companies is clearly robbing the citizen. The response from CİMER dated March 23, 2026, confirms that the 2,282-kilometer motorway network in the hands of the KGM is already in the privatization package. The government has set its sights on the last penny in the people's pockets."

THE 2010 PLAN IS IN EFFECT IN 2026
Yavuzyılmaz stated that the privatization process of the ring roads is actually based on a 2010 decision by the Privatization High Council, but that this process is intended to be accelerated as of 2026. The CHP deputy emphasized that the struggle against the usurpation of the public's right to free transportation will continue.
