CHP's Yavuzyılmaz explains the 'AKP-style build-operate-transfer model': There is no other example of this style

CHP Deputy Chairman Deniz Yavuzyılmaz stated, "'AKP-style build-operate-transfer model' projects are projects that must be examined very carefully. Why? Because there are build-operate-transfer model applications in the world as well. But if you notice, I say 'AKP-style build-operate-transfer model.' Because there is no other example of this style outside of Turkey," and went on to provide details.

Stating that Uğur Mumcu exposed corruption through his articles and books and that he takes Mumcu as an example, Yavuzyılmaz shared new information regarding the Mersin Akkuyu Nuclear Power Plant, which is being built in partnership between Turkey and Russia. 

"TURKEY WILL PAY RUSSIA 3 BILLION DOLLARS IN NET PROFIT"

The highlights of Yavuzyılmaz's speech are as follows:

"As you know, a nuclear power plant is being built in Akkuyu, Mersin, in Turkey. It has a 60-year operating period. Look, there is a 20-year extension period for their rehabilitation, and a 20-year decommissioning period. So, its total lifespan is 100 years. In other words, if it were to become operational today, the year it would cease operations, be dismantled, and removed would be 2125. We are faced with the reality that Turkey has allocated a piece of its homeland the size of 9 islands to Russia until the year 2125. Who allocated it? The AKP. They signed an international agreement on this matter. The AKP government has never been transparent in the power plant business; what will be purchased, at what price will it be purchased, at what price will it be sold? How much profit will Russia make? What will come out of the pockets of citizens in Turkey? They have not clearly stated any of these, and they are not sharing them with the public. Therefore, the duty to share these facts will be possible with documents that are not open to the public but which we have obtained in one way or another. And the subject I will explain to you now is the greatest giveaway in the history of the Republic."

What was the biggest figure we had heard until today? The missing 128 billion dollars, right? It was being discussed during the election process. We even hung banners on fabric posters asking, 'Where was the 128 billion dollars?' Now think about it. We are going to talk about something even bigger now. We have documented the terrifying—and I use the term in its technical sense, disgusting—profit that the AKP has provided to Russia in the construction and operation of the Akkuyu Power Plant. The profit Russia will earn from the Akkuyu Power Plant throughout the operating period is 207 billion dollars. This is the profit. The profit to be earned during the operating period. Now, there is also the construction cost of this plant. That is a total of 24 billion dollars. There are also state-owned companies belonging to Russia. They also have an equity amount they have invested. That is 3 billion 100 million dollars. These are the principal and interest, meaning there is money they put in for construction and equity, totaling 27 billion dollars. When you subtract 27 billion dollars from 207 billion dollars, you get 180 billion dollars in pure net profit. How much is that at the current exchange rate? 7 trillion 777 billion liras. Yes, that is the kind of profit. Until the year 2088, Turkey will pay Russia 3 billion dollars every year as net profit. In other words, every year, with the taxes it collects from Turkish citizens or with the additional hikes that will come to their electricity bills, Turkey will build and gift 2 Osmangazi Bridges to Russia. And ultimately, who will pay these amounts as additional taxes and electricity bill hikes until this 180 billion dollar net profit level is reached with this 3 billion dollars paid every year? 5 generations will pay."

"WE WILL DO EVERYTHING IN OUR POWER"

"It is not just this profit that is being offered to Russia in Akkuyu. On the other hand, discounts are also being made within the scope of incentives. We have also reached the documents for these. What is the amount of the discount the AKP has made to Russia within the scope of the investment incentive it gave to Russia? 9 billion 819 million dollars. Do we understand now? Why is there no money for retirees? Why is there none for workers? Why is there none for civil servants? Why is there none for farmers? Why is there no work for young people? And those young people are left alone with anxiety about the future; look, he expresses it here. He says that Russia subjects 50 percent of the money it spends to a discount by deducting 90 percent from the tax it will pay every year. Well, if we are going to finance half of the expenditure it makes with tax breaks, shouldn't half of this nuclear power plant also belong to Turkey? It should. Well, what percentage of the Akkuyu Nuclear Power Plant belongs to Turkey? 0 percent. All board members are also foreign, and 100 percent of the Akkuyu Nuclear Power Plant belongs to the Russian State. And until when will it continue to belong to them? Until the year 2125."

We must break this game. As soon as we come to power, we will put all these issues on the table and do our best to save our country and future generations from these troubles. That is why poverty in Turkey is not a coincidence. The situation of retirees is not a coincidence. 'Oh, there are no resources. We have no resources to give to retirees. We have no resources to give to workers or civil servants.' It is a lie. There are resources. The resources are here. I have just shared with you the documentation of where the 8 trillion lira in resources was spent. Therefore, we have a problem with connecting our retirees, workers, civil servants, farmers, and youth with these resources. The AKP itself, and the Nationalist Movement Party (MHP) that joined it, are the ones who created that problem. We will cut off the points connected to the Treasury. And we will carry out this process with a formula that will ensure the welfare of our citizens while simultaneously allowing for development.

"MONEY COMING OUT OF THE TREASURY: 5 BILLION 15 MILLION DOLLARS"

Dear friends, the AKP's 'AKP-style build-operate-transfer model' projects are projects that need to be examined very carefully. Why? Because there are build-operate-transfer model applications in the world as well. But if you notice, I say 'AKP-style build-operate-transfer model.' Because there is no other example of this style outside of Turkey. I will give an example: the Osmangazi Bridge. In other words, a bridge built for the price of seven bridges. The money for six bridges has been evaporated. I have calculated the mathematics of the robbery mechanism in the Osmangazi Bridge, which was built with the AKP-style build-operate-transfer model. According to this math, the construction cost of the Osmangazi Bridge—we are only talking about the bridge part—is 1 billion 480 million dollars. Let's put this construction part aside. So, how much guarantee payment did the Treasury make to this company from 2016, when it opened, until the end of 2025? 5 billion 15 million dollars. And how much more will the Treasury pay the company in guarantee payments from 2026 until November 2035, when the bridge is transferred to the public? 5 billion 314 million dollars. So, the total amount the Treasury will have paid the company for this bridge, whether vehicles pass or not, is 10 billion 329 million dollars. The difference is 8 billion dollars. With this difference, it is possible to build 6 more Osmangazi Bridges. Let me tell you the math of the Osmangazi Bridge briefly. If the daily vehicle passage of 40,000, which the Treasury guarantees to the company, is met, the Treasury pays the company 60 percent of the passage fee guaranteed per vehicle.

Even if they don't meet it, they pay 100 percent. Now, it is so interesting; let's give an example. What does the AKP say? 'Sir, we will meet the vehicle passage numbers.' Remember, they used to say, 'Not a single penny will come out of our pockets.' Then we said, 'It's not a penny, it's billions of dollars.' They said, 'Let the vehicle passage numbers be met. Then it won't come out.' The Osmangazi Bridge is an example of a bridge where vehicle passage numbers have been met. Look, the number of vehicles guaranteed in 2025 is 14 million 600 thousand. So, how many vehicles passed? The actual number of vehicle passages is 20 million 732 thousand. It passed, right? There is no problem in that situation. But that is not the reality. The amount of guarantee payment the Treasury made to the company is 505 million dollars. Why? Because according to the terrible contract the AKP made, or the partnership it formed—where it acts as a secret ghost partner—the Treasury guarantees the company 35 dollars plus VAT per vehicle from the contract year onwards. It says, 'I will pay you this amount per vehicle, whether it passes or not.' Later, with a clause in the contract, it says that the vehicle passage fee paid each year will have the United States consumer price index increase added as a multiplier. You have already made an agreement in dollars in Turkey. The bridge is in Turkey. The vehicle passing is a vehicle in Turkey. The person using it is a citizen of the Republic of Turkey. But the contract is in dollars. And on top of Turkey's inflation, they also add America's inflation. They invoice that, and as of today, the amount the Treasury guarantees to the company in 2026 has reached 56.5 dollars per vehicle from the 35 dollars plus VAT in the first contract year. And for this reason, a passing vehicle currently pays 995 lira. However, since the total amount guaranteed by the Treasury is 2,430 lira, the Treasury pays 1,435 lira for every passing vehicle, or 2,430 lira if the target is not met. Therefore, no matter how you look at it, it is a complete disgrace, a complete disaster, and the money for 6 bridges is flying away. On the other hand, to add more pain to the pain: the part I expressed is only what the Treasury is guaranteed to pay the company. There is also the money paid by the passing vehicles. That also goes into the company's coffers separately.

"I HAVE FILED 50 CRIMINAL COMPLAINTS"

When that money is also added, 15 to 20 billion dollars will enter the coffers of the companies related to the Osmangazi Bridge. And what happens in the meantime? Our tradesmen are being foreclosed on or perhaps going to jail because they cannot pay the small loan amounts they use. And as a result, their families are destroyed, and they fall into despair. Some even take their own lives because they cannot buy a school notebook for their children. They pass away from this life. So, on one side is this order of misery created by the AKP, and on the other side is a minority living in wealth, luxury, and extravagance. Therefore, we have a duty to warn all our citizens. We are investigating, identifying, and documenting these issues. We are also filing criminal complaints so that they are not left for tomorrow. So, a question might arise: 'We identified these, what happened?' I have filed approximately 50 criminal complaints regarding these issues so far."
