Circular from the Ministry of National Education to governorates: School start and end times

In a circular sent to provinces by the Ministry of National Education (MEB), it was reiterated that governorates are authorized to determine school start times on a provincial basis, and it was emphasized that sunrise and sunset times, as well as social conditions, must be taken into account when planning school hours.

The circular requested that the start and end times of classes be arranged in a way that does not disrupt education and training, and that students do not encounter any negative situations.

A circular titled "School and Class Hour Implementation" was sent to all provincial governorates under the signature of Minister of National Education Yusuf Tekin.

The circular recalled that it has been decided to continue the current daylight saving time practice applied throughout the country to make better use of daylight, and stated that the Regulation on Secondary Education Institutions establishes that the academic year must not be less than 180 working days.

The circular included the relevant provisions from the Regulation on Secondary Education Institutions and the Regulation on Preschool Education and Primary Education Institutions regarding the start and end times of classes in primary and secondary schools. It also explained that the Civil Servants Law No. 657 grants governorates the authority to determine daily working hours based on the characteristics of regions and services.

In the circular, it was reminded that, in accordance with legislative provisions and regarding requests for "winter time" arrangements due to the continuation of daylight saving time, governorates are authorized to determine provincial working hours and class start times.

It was requested that school hours be planned by taking into account sunrise and sunset times and social conditions, and that all necessary measures be taken to ensure that class start and end times are arranged in a way that does not disrupt education and training, preventing students from facing any negative situations.
