Coverage limits increased in traffic insurance
The Insurance and Private Pension Regulation and Supervision Agency (SEDDK) has introduced changes to premium calculations with a new regulation on traffic insurance. Starting in 2026, individual pricing will apply for up to 5 vehicles, while legal entity pricing will apply for more than 5 vehicles. Coverage limits have been increased by 33 percent.
The Insurance and Private Pension Regulation and Supervision Agency (SEDDK) has made a significant change to the Regulation on Tariff Implementation Principles regarding Compulsory Financial Liability Insurance for Highway Motor Vehicles. The new regulation, which will come into effect on January 1, 2026, will lead to changes in premium calculations and coverage limits for traffic insurance policies issued on behalf of individual operators.
CHANGES TO POLICY PREMIUMS WITH THE NEW REGULATION
According to the new regulation, individual pricing will be applied to policies for up to 5 (inclusive) vehicles in the same vehicle group. However, legal entity pricing will be applied for more than 5 vehicles. This change will create pricing differences for vehicles operated as a fleet but reported as individual entities. In other words, legal entity pricing will be adopted after 5 vehicles.
COVERAGE LIMITS INCREASED BY 33 PERCENT
Coverage limits in traffic insurance have also shown a significant increase. For the automobile vehicle group, as of 2026, coverage limits have been increased by 33 percent, raising the material damage coverage per vehicle to 400 thousand liras and the bodily injury coverage per victim to 3 million 600 thousand liras. Similar increases have been made in other vehicle groups.
DISCOUNT RATE REDUCED IN THE POOL OF RISKY INSURANCES
In vehicle groups covered by the Pool of Risky Insurances, particularly for taxis, minibuses, buses, and buses with more than 31 seats, the discount rate at the 7th step has also changed. The discount rate, which was previously 40 percent, has been reduced to 30 percent. This change may lead to an increase in insurance costs, especially for public transport vehicles.
NEW COVERAGE AMOUNTS DETERMINED
With the new regulation, health expense, disability, and death coverage for vehicles with 10 or more seats, including the driver, have also been updated. For minibuses with 10-17 seats, health expense, disability, and death coverage has been increased from 6 million 75 thousand liras to 8 million 80 thousand liras; for buses with 18-30 seats, this amount has been raised from 15 million 795 thousand liras to 21 million 8 thousand liras. For buses with 31 or more seats, this coverage has been increased from 31 million 590 thousand liras to 42 million 15 thousand liras.
STANDING PASSENGER COVERAGE INCREASED
With the new regulation, coverage amounts for standing passengers have also been increased, provided they are stated on the vehicle registration. For vehicles with 18-30 seats, including the driver, health, disability, and death coverage has been increased to 10 million 3 thousand liras, and for vehicles with 31 or more seats, it has been increased to 10 million 247 thousand liras.
