Details of the framework law emerge: AKP vetoes Bahçeli's Öcalan demand

Eyes have turned to legal regulations during the second opening process, which is architected by MHP leader Devlet Bahçeli, named "Terror-Free Turkey" by the government, and conducted with the DEM Party and Abdullah Öcalan, the leader of the terrorist organization PKK.

According to a report by the pro-government newspaper Türkiye Gazetesi, it has been learned that work on the draft framework law has reached its final stage.

It was stated that the preparations, carried out under the coordination of Vice President Cevdet Yılmaz and AKP Deputy Chairman Efkan Ala, have been largely completed, and that there are plans to seek the opinions of opposition parties in the coming period.

NO SPECIAL REGULATION ENVISIONED FOR ÖCALAN

According to information obtained, the draft does not contain any regulation that would grant a special status to Abdullah Öcalan, the leader of the terrorist organization PKK, which is one of the topics debated in the public eye. Bahçeli, the architect of the process, had first voiced the "right to hope" and later proposed granting Öcalan the status of "Peace Process and Politicization Coordinator."

AKP sources commented, "There will be no special regulation regarding Öcalan. There is no right to hope, no status. How can a status be granted to someone sentenced to aggravated life imprisonment? For there to be a right to hope, the enforcement law would need to be changed. There will be no regulation tailored to an individual."

PKK TERRORISTS WILL BE EVALUATED ACCORDING TO THE CRIMES THEY COMMITTED

AKP sources stated that the framework law would regulate the legal process regarding a dissolved terrorist organization, and therefore, organization members would not be subject to a uniform evaluation.

Accordingly, the so-called leaders of the organization, those who participated in bombing attacks, those who killed soldiers and police officers, terrorists stated to have provided aid and abetting, organization members stated not to have been involved in any crime, and those currently in prison will be handled in different categories.

Sources stated, "They cannot all be handled with the same logic. The severity of the crime will be looked at. The 'terrorist organization' charge against them will be dropped, but their sentences for other crimes they committed will continue. The main goal is to reintegrate those who have not been involved in crimes and the more than 4 thousand people in prison due to terror charges into society."

SEPARATE LEGAL PROCESS FOR ORGANIZATION MEMBERS RETURNING TO TURKEY

In the report, it was stated that the number of PKK terrorists who will return to Turkey could be between 3 and 4 thousand, and that legal proceedings would be carried out against these individuals according to the crimes they committed.

It was stated that individuals processed only on charges of membership in an organization would not enter prison, and that judicial control measures would be applied to them.

FILES IN PRISON WILL BE RE-EVALUATED

According to the regulation in the draft, it was stated that among the organization members in prison, only those convicted solely of "membership in an organization" could be released after the law enters into force.

AKP sources shared the information, "Our legislation provides for an additional sentence for terror crimes. If the terror charge is dropped, in a sense, the sentence also disappears. However, those who have martyred soldiers or police officers will continue to receive sentences for the crime of 'homicide.' If their remaining sentences are covered by the time they have spent in prison, they will be released. After the law is passed, all files will be evaluated one by one."

CONTACTS IN İMRALI CONTINUE

On the other hand, it was alleged that state officials are continuing their contacts with Abdullah Öcalan, the leader of the terrorist organization PKK, in İmralı regarding the prepared draft law and the list concerning PKK members who will return to Turkey and the so-called leaders of the organization who are stated to be sent to third countries.

It was stated that the DEM Party delegation is also expected to pay a new visit to İmralı in the near future.

TRAFFIC OF MEETINGS IN SECURITY DIPLOMACY

During this process, it was reported that MIT President İbrahim Kalın held meetings with the central government of Iraq, the Northern Iraq administration, and Patriotic Union of Kurdistan (PUK) leader Bafel Talabani.

According to security sources, the meetings addressed technical details regarding the second opening process called Terror-Free Turkey, primarily the situation of PKK members in Iraq, as well as the organization members who will be handed over to Turkey.

On the other hand, DEM Party Co-Chair Tülay Hatimoğulları said that the Grand National Assembly of Turkey should not go on recess before the law in question is passed.
