Enrollment crisis, mobbing, and corruption allegations at Fatsa Bahçeşehir College: Cult-Politics-Commerce network obstructing the judiciary

A process that began with the allegation that a student's middle school enrollment was not renewed at a private educational institution in the Fatsa district of Ordu has turned into a large-scale legal dispute involving claims of mobbing, tax irregularities, and the use of administrative influence. With the process initiated by the complaint of parent Ö.K., all eyes have turned to the Ministry of National Education.

ALLEGATION OF SYSTEMATIC DISCRIMINATION

According to the allegations of the parent Ö.K., who states they are a victim, the process began when their child started primary school. It is claimed that after disagreements with the school administration during the transition to the second grade, a policy of systematic exclusion and intimidation (mobbing) was implemented against the student.

According to the parent's statements and the allegations presented, the classroom teacher avoided communicating with the parent, the student was visually excluded from school activities, and was not included in classroom bulletin boards or group activity photos. It is alleged that after a formal notice was sent to the school under the Personal Data Protection Law (KVKK), this situation turned into an aggressive social media posting policy, the exact opposite of the previous attitude.

DECISION NOT TO RENEW ENROLLMENT

Parent Ö.K. stated that at the end of the fourth grade of primary school, they met with School Principal Sebahattin Öztosun to get a price for middle school enrollment, and were told that their child would not be enrolled in the school, citing past complaint applications as the reason.

Among the allegations is that during the meeting, School Principal Öztosun used expressions that exceeded the boundaries of courtesy and professional ethics by referring to the legal and administrative process between the two parties.

ALLEGATION THAT THE FILE WAS CLOSED

It was alleged that the complaint application made by the parent to the Ordu Provincial Directorate of National Education regarding the dispute was not processed on the grounds of "insufficient evidence" and the investigation file was closed. While it is claimed that the Fatsa District Directorate of National Education stalled the family by stating that they were following the process, parent Ö.K. stated that the matter is currently at the stage of seeking an opinion from the Ministry of National Education (MEB) and that the inspector's investigation is ongoing.

ALLEGATION OF COLLECTION VIA PERSONAL IBAN

The allegations against the educational institution were not limited to administrative processes. It was alleged that fees for club activities such as extra lessons, coding, and chess at the school were requested to be deposited into the personal IBAN account of an accounting employee instead of the school's official account.

While a complaint was filed with the Ministry of Finance units on suspicion of "unregistered collection" and "tax irregularity," it was claimed that the school administration maintained an indifferent attitude toward this situation. Similarly, it was noted that similar allegations regarding the institution making collections without contracts and delaying fee refunds appeared on consumer complaint websites.

LOCAL GOVERNMENT AND ‘CULT’ RELATIONS UNDER SCRUTINY

According to information obtained by 12punto, there are relationships between the school administration and local bureaucracy. This network of relationships raises the question of whether it influences administrative oversight mechanisms.

It is known that Engin Çakır, the owner of Çakır Construction, who serves as the founding representative of Ünye-Fatsa Bahçeşehir College, carries out commercial and social projects with the AKP-affiliated local government in the region.

It is stated that Savaş Kılıç, who acts as a proxy for the founding company Çakır Academy Private Educational Institutions, is in close dialogue with the AKP Mayor of Fatsa, Etem Kibar, and that the mayor's children also attend this school.

On the other hand, it is known that school principal Sebahattin Öztosun carries out joint projects with the IHH, and that Olgun Küçük, the Deputy Provincial Director of National Education of Ordu, who played a role in the administrative process the parent complained about, serves on the board of the Ensar Foundation.

Parents claim that this network of relationships hinders the inspection processes.

LEGAL PROCESS AWAITED

It was learned that the school administration did not clarify the reason for not renewing the enrollment in writing in the formal notice sent through their lawyers, but kept the process in limbo by effectively not carrying out the enrollment.

The family, stating that they are victims, is preparing to take legal action in line with the final report to be received from the Ministry of National Education.
