Erdoğan's chief advisor Mehmet Uçum makes a '50+1 percent' statement! He listed 8 points
Mehmet Uçum, chief advisor to AKP Chairman and President Recep Tayyip Erdoğan, shared a noteworthy message regarding the 50+1 rule.
Mehmet Uçum, Deputy Chairman of the Presidential Legal Policies Board and Chief Advisor to the President, shared an article titled "Notes on Democracy Law (7)" on the social media platform X.
Emphasizing in his article that the 50+1 percent rule must be protected, Uçum stated, "Change while protecting democratic gains means protecting the democratic accumulations of the people, who are the fundamental power of patriotic democracy, during times of change. Therefore, protecting the people's two voting rights and the 50+1 percent rule in Turkey is a requirement of democratic accumulation."

there are many debates on topics such as these.
These debates continued for a long time under the intellectual monopoly of Westernism. However, with the exposure of ideological approaches that view democracy as belonging to the West and reduce it to Western values, the democracy debate today has turned into a general and neutral legal debate.
We had previously addressed the relationship between democracy and law and pointed to the need for a transition to democracy law. We had touched upon the principles of democracy law.
Finally, we will touch upon the qualities of patriotic democracy.
Qualities of Patriotic Democracy!
1-) In a republic where sovereignty belongs unconditionally to the nation, the fundamental quality of patriotic democracy is the integrity of national sovereignty. The only way to ensure integrity is for the people to possess national sovereignty alone. For this, it is a main condition not to give direct or indirect space to bureaucratic institutional sovereignty alongside national sovereignty in any way.
2-) Democracy without tutelage guarantees the integrity of national sovereignty. There should be no authority over the democratic will. The republic and democracy must integrate completely, and the sovereignty of the nation and the people must unite. The will of sovereignty must be singular in the people. A state operation where national sovereignty is used only by the people must be ensured.
3-) The fact that powers are a function of sovereignty is decisive for patriotic democracy. Separation of powers is not institutional separation. Powers are a function of national sovereignty and should be regulated as functional separation.
4-) The presidential system is the most suitable government model for a democratic republic. In the presidential model, as a requirement of patriotic democracy, national leadership is given to a president who is elected directly and by an absolute majority by the people, and who represents the republic and the unity of the nation. The president elected by the people, possessing direct democratic legitimacy, also assumes executive power and duty. The president holds the titles of both the people's president and the head of state, and the functioning of the state is entirely tied to the will of the people.
5-) The supremacy of national law is the positive legal quality of patriotic democracy. Never prioritizing the external legal order, which consists of international agreements and is currently experiencing a collapse, over the domestic legal order as if it were a higher authority, and granting superiority to domestic law in case of conflict, defines this quality.
6-) The decisiveness of the national judiciary is the judicial quality of patriotic democracy. In the relationship of external judicial bodies with the national judiciary, which exercises sovereign power, not being in a hierarchical (vertical) position under any circumstances shapes this quality.
7-) Change while protecting democratic gains means protecting the democratic accumulations of the people, who are the fundamental power of patriotic democracy, during times of change. Therefore, protecting the people's two voting rights and the 50+1 percent rule in Turkey is a requirement of democratic accumulation.
8-) The perspective of full independence is the foundation of patriotic democracy. Transfers of sovereignty and authority—external and internal—are never allowed. In today's world, where power wars prevail, national democracies become patriotic democracies only by protecting their political and social order, national identity, national unity, and the power of the national will to determine the country's law against imperialism.
In conclusion, when democracy law operates according to norms that provide legal guarantees for patriotic democracy, full independence is legally realized.
