The astonishing story of businessman Aziz İnsan Aktaş, who went from Diyarbakır to becoming a central figure in multi-billion lira tenders amid allegations of bribery and bid-rigging, is now in the spotlight due to striking details about his private life.
Businessman Aziz İnsan Aktaş began his career at a primary school canteen in Bağlar, Diyarbakır, and went on to generate billions of liras in revenue from public tenders. Between 2015 and 2017, Aktaş secured cleaning and service contracts for the Turkish Grand National Assembly (TBMM) and the General Directorate of Security, followed by asphalt and vehicle rental tenders from the AKP-run Bağlar Municipality in 2019 and 2021.
However, an expert report revealed that an asphalt tender he won for 88 million liras had a real value of 30 million TL, leading to a bid-rigging lawsuit against 26 people, including Aktaş.
TENDERS SECURED
He secured tenders from the Tobacco and Alcohol Market Regulatory Authority (TAPDK), the General Directorate of State Airports Authority (DHMİ), the Court of Cassation, the Council of State, the Electricity Generation Corporation (EÜAŞ), the TBMM, the General Directorate of Security, state hospitals, and city hospitals.
The municipalities where Aktaş secured tenders and provided services include the metropolitan municipalities of Adana, Kahramanmaraş, Trabzon, Gaziantep, and Aydın, as well as the municipalities of Elazığ, Isparta, İzmit, Adıyaman, Yozgat, and various district municipalities. It is stated that the total value of the tenders received from all these institutions exceeds 15 billion in current figures.
It is reported that 12 billion liras of this revenue came from tenders with AKP-run municipalities and public institutions, while 3 billion liras came from tenders with CHP-run municipalities.

RAPID WEALTH
It was learned that Aktaş also secured several "tailor-made" tenders in Cyprus with AKP-affiliated business partners, one of which was a 4 million 346 thousand 320 Euro contract for the purchase of electronic meters. Having become wealthy in a short time, Aktaş is now at the center of million-lira tenders, private jets, and maritime transport.

OUT-OF-WEDLOCK BABY
According to a report by Sözcü, the plan devised by Aktaş—who was arrested on charges of bribery, bid-rigging in public tenders, and obtaining unfair gain by pre-determining the approximate cost of tenders—is mind-boggling.
It was revealed that when his lover, who is 25 years his junior, became pregnant, the 49-year-old Aktaş married her off to one of his employees to prevent his wife and children from finding out.
The baby's birth certificate was registered with the father's name as Aziz İhsan and the surname as Aktaş.
