According to behind-the-scenes information, following the contacts between President and AKP Chairman Recep Tayyip Erdoğan and the DEM Party delegation, it was expected that the PKK would convene an extraordinary congress at the end of April to decide on dissolution, and that a regulation including the "right to hope" for Abdullah Öcalan would be brought to the agenda immediately afterward.

Media outlets close to the government had also predicted last weekend that a dissolution decision would come from the organization and had reported in that direction. The reason why the dissolution decision was not taken emerged with a statement made by Qandil. The statement indicated that for Abdullah Öcalan's call for disarmament and dissolution on February 27 to be implemented, a change in the current conditions at İmralı is awaited. It was emphasized that it is desired for Öcalan to reach "conditions where he can live and work freely" and become able to personally manage the party congress.

On the other hand, the PKK's upcoming May 1 statement also included important details regarding the process.
