While discussions regarding the new resolution process continue, the commander who held 12 days of talks with the leader of the terrorist organization PKK, Abdullah Öcalan, after his capture in 1999, has explained what they discussed.
The Turkish Armed Forces (TSK) conducted a study to ensure the dissolution of the terrorist organization PKK after the capture of terrorist leader Öcalan. In this context, the then-Head of Gendarmerie Intelligence, Tayfun Yıldız, held 12 days of meetings with Öcalan. During the meetings, 45 questions were asked to Öcalan. Yıldız stated, "Today, Öcalan is repeating the same demands: a general amnesty, rehabilitation, the employment of terrorists, and his own release."
The then-Head of Gendarmerie Intelligence, Tayfun Yıldız, recounted his meeting with Öcalan to Saygı Öztürk from Sözcü.
Yıldız's statements are as follows:
"After Abdullah Öcalan was brought to Turkey and his routine statement was taken, the then-Chief of General Staff Operations, Lieutenant General Yaşar Büyükanıt, summoned me and the Head of the General Staff Internal Security Department, Brigadier General Ümit Şahintürk, to his office and requested that a comprehensive strategic interrogation of Öcalan be conducted and that a study be carried out on what needs to be done for the liquidation of the PKK.
The priority was what needed to be done to ensure the dissolution of the PKK and to ensure that terrorists come and surrender with their weapons. We prepared 45 questions for Öcalan regarding the aid provided to the PKK by various countries and strategic issues. I went to Imralı with a major by my side. We talked for four hours every day.
We wanted to end terrorism, for Öcalan to disperse his organization, and to ensure the surrender of the terrorists in the mountains. In other words, we were engaged in a similar effort then as what is being done today. Öcalan said three important things to end terrorism:
1- If you want to liquidate the organization and completely eliminate the PKK, you must issue a general amnesty. For this, those who are still in the organization's mountain cadre should also benefit from this amnesty if they come and surrender.
2- You need to establish rehabilitation centers for organization members who benefit from the amnesty. You should establish these centers and train them there, either in Turkey with measures you take yourself, or in Northern Iraq, but preferably within Turkey if you wish.
3- After rehabilitation, you must ensure their reintegration into society by creating job opportunities.
4- His unconditional release must be ensured."
