The second phase of the opening begins: 1-year deadline for PKK terrorists!
According to reports from pro-government media, with the "Reintegration into Society" law aimed at members of the terrorist organization PKK, a 1-year period will be granted to members of the terrorist organization, and criminal immunity will be provided under certain conditions.
The Imralı process, which began with MHP leader Devlet Bahçeli's call for PKK terrorist organization leader Abdullah Öcalan to "speak in Parliament," is entering a new phase following statements by DEM Party's Pervin Buldan. In this process, steps will be taken through legal regulations for the "return home" of PKK members. According to information from pro-government media outlets, a temporary law to be enacted for PKK members will provide amnesty to organization members under specific conditions.
LEGAL REGULATION FOR THE 'RETURN HOME OF PKK MEMBERS'
Yücel Kayaoğlu from Türkiye Gazetesi detailed the scope of the upcoming legal regulation. According to Kayaoğlu, this temporary regulation will create two separate categories for PKK members who have not been involved in crimes and those who have. PKK members other than the organization's leadership will be subject to this new regulation.
1-YEAR DEADLINE WITH TEMPORARY LAW
As reported by Kayaoğlu, the new regulation will grant a 1-year period to PKK members who wish to surrender to Turkey. During this period, organization members will be processed according to their criminal records after being taken into custody by security forces. PKK members who have not been involved in crimes will not receive prison sentences but will be kept under judicial control for five years. During this time, they will be kept under supervision in their places of residence.
'Non-criminal' PKK members will have the cases against them dropped and will gain the right to reside anywhere in Turkey, provided they do not commit new crimes during the five-year period.
A different procedure will be applied to PKK members who have been involved in armed actions and have committed crimes. These members will be exempt from charges related to the organization but will be punished for crimes such as murder, theft, and extortion. If they receive sentences for such crimes, they may be eligible for earlier release. A similar practice will be implemented for PKK members currently in prison; they will benefit from sentence reductions as the organization-related charges will be dropped.
ORGANIZATION LEADERS WILL NOT BE TOUCHED
However, no steps will be taken regarding the organization's high-level leaders. Those in the management echelon in Qandil will not be allowed to enter Turkey, and these individuals will be facilitated to go to third countries, primarily Scandinavian nations. No demands for freedom or new regulations will be made regarding Abdullah Öcalan.
In addition to enacting legal regulations, some practices in prisons will be relaxed. A more effective oversight system will be established regarding bureaucratic obstacles and allegations of mistreatment. Trustee appointments will be abolished, and some practices in prisons that have been the subject of complaints will be eased.
For the process of reintegrating PKK members returning to Turkey into society, a coordination board consisting of representatives from relevant ministries will be established. This board will manage the rehabilitation process, and mechanisms such as vocational training and rural support will be put into effect.
