The Governor's Office requested a statement from Mayor Köksal over allegations that she did not grant a license to an Iraqi national despite their paperwork being complete.

According to a report in AfyonPostası, the Governor's Office letter alleged that the Iraqi national's application to open a gym was delayed despite complete documentation, and that they were told by the municipality, "Even if you perform miracles, this shop will not open; Ms. Burcu gave her word and she will keep it."

Speaking on a Halk TV broadcast, Köksal stated that no foreign national had applied for a license at the municipality, only a Turkish citizen, and that the license was denied to this individual due to non-compliance.

She also added, "I would have expected a phone call, not an official letter."
