IMM had applied, Council of State had cancelled: TOKİ opens tender for Atatürk Airport

The tender that TOKİ held in 2022 to convert the airport into a nation's garden, which was conducted behind closed doors using the invitation method under Article 21-B, had been awarded to the Yapı ve Yapı company for 2 billion 174 million 978 thousand liras. The IMM filed a lawsuit for the cancellation of the tender, and the 13th Chamber of the Council of State unanimously decided on November 15, 2023, to cancel the tender definitively, with no possibility of a request for rectification. Finding the tender not in accordance with the law, the Council of State ruled that the inclusion of the nation's garden construction in the Presidency's 100-day action program did not fulfill the requirement of "urgency." 

According to the report by Özlem Güvemli from Sözcü, TOKİ, which is affiliated with the Ministry of Environment, Urbanization and Climate Change, announced the tender as the "Completion Work for the Istanbul Atatürk Airport Nation's Garden and Social Facilities, Infrastructure and Landscaping." It was announced that within the scope of the tender to be held on September 30, the construction of social facilities with a conventional formwork system covering a construction area of 64 thousand 891 square meters, as well as infrastructure and landscaping work, will be completed. The duration for the completion construction was also announced as 360 days.

In the tender held in 2022 that was subsequently cancelled, AKP's favored contractors Limak, Kolin, Mapa, YSE, YDA, and the Yapı ve Yapı company had been specifically invited.
