IMM statement on 'missing' vehicles: 'Due to a systemic deficiency...'

The IMM issued a written statement following the Court of Accounts' 2023 audit report, which included a finding that 1,137 vehicles within the municipality were not in the system.

The statement noted that all official, leased, protocol, and tender-covered vehicles within the IMM are tracked via the Vehicle Management System (AYS) software, and that the fuel requirements of these vehicles are monitored in real-time using the Stawiz Fuel Tracking Program.

The statement, which conveyed that the Court of Accounts' audit report emphasized that some vehicles within the IMM were not registered in the AYS system and that the vehicle inventory did not reflect the actual situation, included the following:

"According to the findings, 642 vehicles were procured through service procurement tenders but were not reported to the Support Services Directorate. 495 vehicles were not included in the lists sent by the relevant directorates, despite being registered in the AYS. It was stated that there was a total difference of 1,137 vehicles between the two lists. The IMM conducted a detailed study in response to this finding by the Court of Accounts. The 642 vehicles that were not registered in the AYS due to a lack of notification from the directorates were added to the system following the relevant processes. The 495 vehicles that were not in the directorate lists but were present in the AYS were removed from the system as a result of the examinations, and the updates were completed."

"DUE TO A SYSTEMIC DEFICIENCY"

The statement mentioned that all units were requested to share vehicle information in an up-to-date manner and that periodic checks of AYS records were ensured, adding: "It has emerged that the 1,137-vehicle discrepancy mentioned in the Court of Accounts report was not caused by missing vehicles as alleged, but was the result of an inconsistency arising from systemic deficiencies. With the work carried out, all vehicles have been registered and brought into compliance with the system. Moving forward, efforts conducted through the AYS and the Vehicle Tracking System (ATS) will continue uninterrupted to ensure that the vehicle inventory is managed completely and transparently."
