The Gebze Chief Public Prosecutor's Office has completed its investigation into the factory fire that occurred on November 8 in the Dilovası district of Kocaeli, which claimed the lives of 7 workers, including 3 children. The indictment prepared regarding the incident has been submitted to the court.

“POSSIBLE INTENT” REQUESTED FOR FOUR DEFENDANTS

The indictment requests that İsmail Oransal, Altay Ali Oransal, Aleyna Oransal, and Gökberk Güngör, the authorized partners of Ravive Kozmetik San. ve Dış Tic. A.Ş. and LYKKE Kozmetik, be punished for the crime of "possible intent." Additionally, it was requested that 8 defendants be tried for "causing death and injury by conscious negligence," and 4 defendants for "harboring a criminal."

ACTED WITH A “WHATEVER HAPPENS” MENTALITY

In the evaluation section of the indictment, it was emphasized that Ravive Kozmetik officials İsmail Oransal and Altay Ali Oransal held decisive positions in the legal and actual management of the company, and that production continued without occupational safety and technical measures in place. The prosecution included the following statements in the indictment:

"... It has been concluded and determined that the suspects, who were in the decision-making process and aware of the high risks within the manufacturing facility, acted with a 'whatever happens' mentality and failed to take any initiative to prevent these risks, and are therefore primarily and heavily at fault for the resulting outcome. There is sufficient evidence and suspicion in the investigation file that they committed the crimes of 7 counts of homicide with possible intent for the number of victims, 4 counts of injury with possible intent for the number of complainants and victims (a separation decision was made as the crime of injury is subject to reconciliation provisions), and 3 counts of qualified damage to property for the number of complainants and victims."

The indictment stated that there was a personal and actual organic link between Ravive Kozmetik and LYKKE Kozmetik, and that the commercial relationship was not limited to subcontracting but was considered within the scope of joint production. For this reason, it was stated that LYKKE Kozmetik officials Aleyna Oransal and Gökberk Güngör were also primarily and heavily at fault for the outcome. It was noted that there was sufficient evidence against both individuals for 7 counts of "homicide with possible intent," 4 counts of "injury with possible intent," and 3 counts of "qualified damage to property."

“CONSCIOUS NEGLIGENCE” FOR FOUR OWNERS

Regarding the former owner Güven Demirbaş and the new owner company officials Caner Özgür Yıldırım, Özkan Yıldırım, and Özcan Yıldırım, it was stated that the elements of "knowledge and intent" were not established. It was requested that these individuals be held responsible under the scope of "conscious negligence" for failing to prevent a foreseeable and preventable outcome.

EVALUATION REGARDING OSGB OFFICIALS

The indictment also included findings regarding Küresel OSGB officials Ümit Çelik, Ünal Aslan, Seyfullah Çelik, and Muhammet Dayıoğlu. It was reported that an OHS (Occupational Health and Safety) Professional Service Agreement was signed between Ravive Kozmetik and Küresel OSGB on August 5, 2025, and that the contract was terminated three days after the fire.

Citing the expert report dated November 28, 2025, the indictment emphasized that there were no risk analyses, emergency plans, ATEX assessments, or inspection records, and that the illegal section where production took place was not inspected. In this context, it was stated that Ümit Çelik and Ünal Aslan were secondary and heavily at fault, while Seyfullah Çelik and Muhammet Dayıoğlu were secondary at fault. It was stated that the responsibility of the OSGB officials also falls under the scope of "conscious negligence."

“HARBORING A CRIMINAL” ALLEGATION

The indictment also noted that there is sufficient suspicion that Ali Osman Akat, Onay Yürüklü, Ömer Aktan, and Abdurrahman Bayat committed the crime of "harboring a criminal" on the grounds that they hid Ravive Kozmetik officials İsmail and Altay Ali Oransal and attempted to help them flee abroad.
