IPA President Buğra Gökçe announces 'Transparency Report Card': Turkey ranks 115th out of 180 countries

A new report titled "Transparent Governance for a Transparent Society: Turkey's Transparency Report Card" has been published by the IPA, which is affiliated with the Istanbul Metropolitan Municipality (IBB). The report provides a detailed assessment of Turkey's transparency and accountability record.

IPA President Dr. Buğra Gökçe drew attention to the report's findings, stating, "Turkey ranks 115th out of 180 countries in the fight against corruption. In terms of the rule of law, Turkey is in a worse position than 65 percent of all countries. For democracy to strengthen and for fair public administration, accountability, transparency, and the rule of law must be implemented at a much higher level."

The report emphasizes that, according to data from Transparency International's Corruption Perceptions Index and the World Bank's Governance Indicators, Turkey has experienced a significant loss of transparency.

MAJOR DECLINE IN THE LAST 10 YEARS

The report states, "The constantly amended Public Procurement System has caused the competitive-transparent trend in public procurement to fall below 50 percent. Over the last decade, Turkey has regressed to 115th place out of 180 countries in the fight against corruption."

It was noted that the decline in the field of freedom of expression, which began in 2008, continues, and the following data was shared:

'TURKEY HAS SLIPPED TO A POSITION WORSE THAN 65 PERCENT OF ALL COUNTRIES'

When it comes to the rule of law, as of 2022, Turkey has slipped to a position worse than 65 percent of all countries.

Tax expenditure reports have not been published in Turkey since 2018. The massive increases in advertising expenditures by public banks raise questions regarding transparency in media financing.
