Istanbul Governor's Office: Entry and exit to Istanbul will not be permitted

The relevant part of the Governor's Office statement, which says that entry and exit to Istanbul will not be permitted, is as follows:

Individuals, groups, and vehicles likely to participate in unlawful actions, either individually or collectively, using our province's routes from our districts or surrounding provinces, will not be permitted to enter or exit our province.

The statement made by the Governor's Office included the following:

"With the decision taken by our Governor's Office, all kinds of gatherings, demonstrations, and press statements were banned throughout our province for a period of 4 days between 19.03.2025 and 23.03.2025.

However, we assess that it is necessary to continue implementing a series of measures against the possibility of organizing actions that would disrupt peace and order in our province.

For this reason; in order to prevent acts that constitute a crime, ensure national security, protect fundamental rights and freedoms as well as the rights and freedoms of others, and establish public order, security, and general safety, indoor and outdoor meetings, demonstration marches, setting up tents, opening stands, sit-in protests, signature campaigns, memorial ceremonies, and similar actions and events, as well as the distribution of flyers and the hanging of banners/posters, have been decided to be banned within the provincial and district administrative boundaries for a period of 4 days from 00:01 on 23.03.2025 to 23:59 on 26.03.2025, pursuant to articles 11 (a), (b), and (c) of the Provincial Administration Law No. 5442 and articles 17 and 19 of the Law on Meetings and Demonstration Marches No. 2911.

On the other hand, individuals, groups, and vehicles likely to participate in unlawful actions, either individually or collectively, using our province's routes from our districts or surrounding provinces, will not be permitted to enter or exit our province. Respectfully announced to the public."

The statement made on the DMM's social media account regarding the entry and exit to Istanbul included the following:

"The claim shared by some social media accounts that 'Entry and exit to Istanbul have been banned' contains manipulation. According to the decision taken by the Istanbul Governor's Office, the restriction regarding city entry and exit is a measure aimed only at individuals, groups, and vehicles likely to participate in unlawful actions. There is no restriction for citizens to continue their daily lives or to carry out their travel within or outside the city. The decision taken is limited to actions that may disrupt public order and does not have a scope that would affect ordinary life. Do not give credence to baseless claims intended to manipulate the public."
