2 days left to register for the National Vehicle Recognition System (UTTS)
The transition process for vehicles owned by taxpayers into the National Vehicle Recognition System (UTTS) continues. The deadline to complete the Vehicle Recognition Unit (TTB) order registration and payment processes at utts.gov.tr, the official application address for UTTS, is January 31, 2025. So, what is UTTS? What are the penalties awaiting vehicle owners who do not register? Here are the details...
WHAT IS UTTS?
It is a system that ensures vehicle license plate information is automatically transferred to payment recording devices connected to fuel pumps, preventing manual entry, in order to ensure competitive equality in the fuel market and combat the shadow economy.

This system, which will be activated on January 1, 2025, will become mandatory for vehicles belonging to taxpayers. With UTTS, fuel expenditures shown as expenses will be tracked, and vehicle license plate information will be automatically recognized, ensuring that receipts and invoices are issued accurately and securely.
Transitions to the National Vehicle Recognition System, established by the Revenue Administration to effectively combat the shadow economy and prevent tax losses arising from irregular invoicing practices, are continuing intensively.

The obligation to install a Vehicle Recognition Unit in the vehicles of taxpayers within the scope of the UTTS Implementation General Communiqué published on October 5, 2023, had been introduced. With the regulation made by the Ministry of Treasury and Finance Revenue Administration, the registration date for the system was also renewed to ensure that taxpayers do not suffer grievances. In this context, all vehicles belonging to the taxpayers in question are required to transition to UTTS by January 31, 2025.
JANUARY 31 IS THE LAST DAY
According to the statement, in order to avoid any penal sanctions and grievances, taxpayers must complete their registration to UTTS at utts.gov.tr and finalize their payment processes to the specified bank accounts by 24:00 on Friday, January 31, 2025.

SPECIAL IRREGULARITY PENALTIES MAY BE APPLIED
Vehicle owners who register via utts.gov.tr by January 31, 2025, will have the right to complete the installation processes by April 30, 2025. From this date on, sales receipts not issued via UTTS for fuel purchases will not be usable in expense declarations, and it will not be possible for vehicle owners to benefit from tax deductions. Special irregularity penalties ranging from 7 thousand TL to 28 thousand TL, depending on the nature of the taxpayer, may be applied to vehicle owners who do not complete the registration and installation processes within the specified period. Furthermore, fuel stations that do not perform the Vehicle Recognition Reader and station hardware installations on time face the risk of encountering a special irregularity penalty of 280 thousand TL for each detected violation.

On the other hand, it has been learned that approximately 12 thousand fuel stations have completed the necessary Vehicle Recognition Reader and hardware order processes to be included in UTTS and have initiated their installation processes.
