Lawyer Muhammed Aybars Akdoğan calls on opposition for 'civil disobedience and unified rally' against NATO bans

The measures and restrictions imposed by the Governor's Office ahead of the NATO summit to be held in Ankara continue to be a subject of public debate. Lawyer Muhammed Aybars Akdoğan has addressed all opposition parties, primarily the Republican People's Party (CHP), the People's Liberation Party (HKP), the IYI Party, and the Communist Party of Turkey (TKP), issuing a 'Proposal for Civil Disobedience and Call for a Unified Rally Against NATO Summit Bans'.

The Ankara Governor's Office's decision to ban the use of 'open parking lots' at the Kentpark and CEPA shopping malls—which are located far from the city center and have no direct connection to the NATO summit—between June 29 and July 10, 2026, has drawn backlash. Criticizing the fact that only open parking lots were targeted while no restrictions were placed on indoor parking, lawyer Muhammed Aybars Akdoğan argued that this decision was 'entirely arbitrary' rather than legal. Akdoğan stated that these areas were being reserved as 'private parking' for the convenience of those among the visiting delegations who might wish to visit the shopping malls.

PROPOSAL FOR CIVIL DISOBEDIENCE WITH VEHICLES

Announcing that he has opened the text for signatures from intellectuals until the evening of July 1, and that he will share the final version with the public on July 2, Akdoğan presented a concrete action plan to the opposition parties.

Stating that if the parties do not have a more effective plan against the bans, the public should fill the Kentpark and CEPA open parking lots with their vehicles every day between 18:00 and 20:00 throughout the duration of the ban, Akdoğan listed the advantages of conducting the action with vehicles as follows:

- Providing the opportunity to spread over a much wider area with fewer people,

- Being able to create a powerful and attention-grabbing sound through horns,

- Serving as a protective shield for the safety of citizens.

To the Republican People's Party, the People's Liberation Party, the IYI Party, the Communist Party of Turkey, and all opposition parties:

Proposal for Civil Disobedience and Call for a Unified Rally Against NATO Summit Bans

The bans, which have begun to be implemented even before the start of the NATO summit to be held in Ankara and which eliminate many of the fundamental rights and freedoms of citizens, are known to the public. 

One of these bans is the Governor's Office's prohibition on the use of the open parking lots of the Kentpark and CEPA shopping malls, which are far from the city center and have no connection to the NATO summit, between 29.06.2026 and 10.07.2026. Conversely, there is no ban decision regarding indoor parking lots. 

For those who have not been enlightened by 'state reason,' the meaning of this ban is quite clear: The open parking lots of these two shopping malls, which are far from the city center and unrelated to the NATO summit, have been allocated by the Governor's Office as private parking for the 'whim' of those among the delegations who might want to visit the malls. 

It is blatantly obvious that this singular ban is not legal but entirely arbitrary—independent of all discussions regarding the nature of NATO and the questioning of the legality of all the bans imposed. 

In this direction;

1- To the Republican People's Party, led by Özgür Özel, who has called for civil disobedience many times since March 21, 2025, with the words 'If there is an unlawful order,  we will tear down the barricade and pass through,'

2- To the People's Liberation Party, which stated in a post on X on June 26: 'Turning people's lives into a dungeon and depriving them of their freedom just because there is a possibility they might oppose the tyrant's oppression is the cruelty of the AKP and its cohorts, who derive their existence from the legitimacy they receive from their masters, the US and EU imperialists. As the People's Liberation Party, we protest this cruelty of the AKP and its cohorts. Fighting against this cruelty is a requirement of being pro-people, patriotic, and human,'

3- To the IYI Party, led by Müsavat Dervişoğlu, who said at the Flag Rally they organized on June 27: 'We are leaving aside fake fights and artificial crises, and we advocate for the concept of a "Unified Opposition,"'

4- To the Communist Party of Turkey, because the words 'No matter what measures they take. No one can make this people bow down to the heart and will that proved itself 100 years ago' were spoken by Secretary General Kemal Okuyan regarding the Governor's Office's ban decisions at a meeting held in Istanbul on June 27, and

5- To all opposition parties

OUR PROPOSAL AND CALL IS:

If you do not have a more effective and safe action plan against these bans on citizens' rights and freedoms (or in addition to other planned actions), issue a call for a civil disobedience action where our people will fill the Kentpark and CEPA shopping mall open parking lots with their vehicles against the Governor's Office's unlawful ban decision throughout the duration of the ban (e.g., every day between 18:00-20:00), and call for a unified rally at the same place on a day to be determined. Lead our people together against unlawful and arbitrary practices.  

Such a mass action that does not recognize the Governor's Office's arbitrary and illegitimate ban will;

* Clearly expose the arbitrariness of the bans and the contradiction between the government and the people,

* Confront the police officers involved in a potential police intervention with this contradiction,

* Ensure that the opposition, which cannot come together for various reasons, unites on the basis of defending citizens' rights (defense of law) against the government and demonstrates the will to step outside the boundaries drawn by the government together, and

* Draw the attention of all of Turkey, including citizens who do not yet have sensitivity or awareness, to this issue. 

The fact that the actions will be carried out with vehicles will not only offer opportunities such as spreading over a wider area with fewer people and making a powerful sound with horns, but will also serve as a protective shield for the safety of citizens. 

Furthermore, with the unified rally to be held, the obstacle faced by the TKP, whose rally scheduled for July 5 at Tandoğan Square was blocked by the Governor's Office's ban decision, will also be overcome through the joint efforts of the entire opposition.
