Letter sent by PKK leader Öcalan to the organization's so-called congress leaked: His remarks regarding Bahçeli draw attention: A message to the organization saying 'you do not understand me'

Following the decision to lay down arms and dissolve itself taken at the so-called congress held by the terrorist organization PKK, information leaked from sources close to the organization revealed that Abdullah Öcalan had penned a 7-point text sent to the congress from İmralı. It was learned that the text was published under the title "Perspective" in the organization's publication Serxwebun, printed in Europe, but was withdrawn shortly after. According to some claims, the text was never published in the magazine, and the leak occurred during this preparation phase.

BAHÇELİ DETAIL DRAWS ATTENTION

In the leaked text, the terrorist Öcalan makes a striking assessment regarding MHP Chairman Devlet Bahçeli. Recounting that Bahçeli, who for years had used the harshest rhetoric calling for his execution, said "I want to start a new era" during his meeting with the DEM Party delegation, Öcalan described Bahçeli as "the state's most authoritative voice and hand in the new process." Öcalan stated that he viewed this process as a "peace trial" and used the expressions, "We saw this approach as a necessity to turn it into a new beginning and responded immediately."

“WE HELD MEETINGS UNDER STATE SUPERVISION”

Another striking section in the text was Öcalan's statements regarding the fact that the process was carried out in a planned and organized manner. PKK leader Öcalan noted that they held meetings under state supervision and that the program for the process was prepared as a result of these talks. He also stated that this method might not be limited to Turkey alone; similar steps could be taken in Iraq, Iran, and Syria.

In the process that began in October 2024 and was conducted without public announcement, the decision for the terrorist organization PKK to lay down arms and dissolve itself was taken as a result of contacts accelerated by the call of MHP leader Bahçeli. Claims that Öcalan attended the congress via video conference also came to the agenda. This claim was neither confirmed nor denied by official authorities.

Öcalan began his text titled "Perspective" with the words, "Our session appears to be a pre-conference. I want to give our work the following title: The end of an era in Kurdish existence and the problem, being on the threshold of a new era."

CRITICISMS OF THE ORGANIZATION, REASONS FOR LAYING DOWN ARMS

According to Namık Durukan from T24, Öcalan evaluated the evolutionary process that Kurds have experienced from prehistory to the present in his presentation and analyzed the historical background of the Kurdish issue. He also touched upon the organizational deficiencies of the terrorist organization PKK and detailed why arms should now be laid down. Arguing that the organization has difficulty grasping his own understanding, Öcalan increased the dose of criticism, especially toward the management, using the expressions, "The management could not understand me."

“IT WILL BE A DIFFICULT AND HISTORIC WORK”

In one part of the text, Öcalan emphasized the difficulty of the process and stated that this work would be of a "historic" nature. He expressed that the decision taken at the congress carries the will to confront the organization's past and completely change its policies for the future.

Some of the headings that stand out from the text Öcalan sent to the organization's congress are as follows:

“This will be a very difficult and historic work. As we move toward restructuring, there is a need to address the issue under different headings. Each of these headings requires in-depth analysis. It will take time. It would not be right to rush it. However, the 'introduction' gives the spirit of the main text. It is sufficient to create an understanding of the main headings. We will handle the introduction with this format. Friends can also address the congress processes based on this draft. Because the entire work may take up to a month. This could delay the process and cause trouble.

I want to start with the subject of existence consciousness and awareness among Kurds: You know that famous 'do Kurds exist or not?' If they exist, to what extent have they been able to exist? And more importantly, there were approaches regarding how intertwined existence and freedom are and how much they make each other possible. For this, let's take a look at a more recent past.

"You talk about the reality of leadership, but you don't understand"

Leadership, by its character, was very little understood. It is not understood. You talk about the reality of leadership, but what is this reality, you don't understand. The people are scattered, paralyzed, they have no power of understanding. The cadre is ill-equipped. The bewilderment and messianism of the Kurds for fifty years is tied to this reality. The realization of leadership in the PKK is a turning point in Kurdish history. It is at least as important as the Kurdish awakening, the resurrection revolution. Apo is not a Messiah who descended from the sky, but a leadership that created itself through labor and social realization. It is the construction of socialist leadership in Kurdish-Kurdistan history. Apo is not the construction of a leadership, not the construction of a personality cult, but the construction of a collective leadership.

"Enough is enough; I have been waiting for 50 years to be understood correctly!"

During the process of the leadership emergence, Kurdishness was scattered, traditional leadership had gone bankrupt, and Kurds had been brought down from thought. It is understandable that miraculous meanings were attributed to its development in such an environment. But enough is enough! I have been waiting for 50 years to be understood correctly. I explain, I explain, and then I explain again. Not understanding the reality of leadership in the PKK means not understanding the PKK, not understanding the free Kurd, not understanding Kurdistan. It means insisting on backwardness. That is why you are not developing, you cannot become leadership. I have been in a relentless labor and struggle for 50 years to make you a part of the reality of leadership.

“I am trying to give it by force, you don't take it, you cannot even carry yourselves”

Without correctly understanding the reality of leadership, without laying yourself into reality, let alone leading society, you cannot walk yourselves. Indeed, you cannot even carry yourselves. I have a tremendous power of discourse and action. I offer these to you, I try to give them by force, yet you don't take them. You insist on imposing yourselves as an impasse. Why? This is important, of course, because it is a serious matter. Right now, the reality of Apo has left its mark on history both as a continuing situation and as a moment, and it is going that way.

“It is necessary to make a leap, to cross a threshold”

And here we have come to the impasse in the PKK. And to find a solution to this; that is, this dissolution matter. The situation I am still living every moment... Yes, there is a repetition of a moment here, there is not much creative value, a leap needs to be made. A threshold needs to be crossed.

"Bahçeli personally tells the DEM delegation 'I want to start a new era'"

It is strange, not by our side, but personally by a Turk who did everything for my execution at every moment, the party-ized, even proto-party state's most authoritative voice and hand, Devlet Bahçeli, opened this new era. That is, Bahçeli, as the leader of the relentless war against us, tells this personally to the DEM delegation: I had dedicated my whole life to this, but now I want to start a new era. In my opinion, this is an expression of an open call to this Peace and Democratic Society solution. It is both a call for peace and a call for peace that is consistent and has democratic solution content. Developments show this a bit as well.

“This was voiced in the last six months, we responded without delay”

And the only conclusion we can draw from this is, "only those who fight can make peace." That is, not secondary or third-party powers, not intermediate powers or allies, but only those who bear the responsibility of the war can take on the responsibility of peace. Because peace is an event as serious as war. And the responsibility for such a serious event can only be claimed by its number one carriers. Therefore, realistically, the state is conducting this war. I feel the need to turn it into a new beginning as a peace trial. This has been voiced in the last six months. We, too, being convinced that this hand should not be left hanging in the air and that there should be no insensitivity toward this voice, responded immediately. As the number one person responsible for and executor of this struggle, we felt the responsibility and gave the response without delay. This has also been shared with the public. Its expression is as follows: Only those who fight can achieve peace. Other interlocutors do not have the power to achieve peace. They are secondary or auxiliary. The main initiative belongs to those who lead this work.

“We are preparing its program under state supervision”

We have entered such a route. This is also a healthy method in my opinion. On the basis of this method, we have expanded the beginning a little more, and we are preparing its program with this meeting of ours under state supervision. What kind of democratic society, we are in an intense effort for this. We want to cross this threshold. What is this, from a process of war and separatist conflict to peace and democratic integration, especially with the Republic of Turkey.

"Similar processes will be activated"

As for other states, similar processes will be activated for the states of Iraq, Iran, and Syria. That it is under Turkey's initiative is, in my opinion, both a requirement of reason and the will of reality. It needs to be that way. That is how it is happening. Therefore, this step taken is a step that can be taken quite seriously. Even though it encounters a certain amount of strain, it looks like a correct step.

7 main headings for the new era

Will this threshold be crossed? Completely creative efforts will make this possible... On this basis, I am trying to present the new era under seven main headings. Why did I choose these seven main headings, how did I choose them? We are discussing.

"Democratic society socialism"

In his message, Öcalan made historical evaluations within 7 headings; he conveyed his views on subjects such as nature, society, women, and gender.

In the final part of the text, the terrorist organization PKK leader Öcalan uses the following expressions:

“At the end of 52 years, 1 month, and 1 week of our struggle history, we are officially leaving behind a historic period. With a more concrete meaning, we want to make a beginning to a historical period from nation-state-oriented socialism to democratic society socialism. Just as everything has an end and a beginning. A period must be left behind for four main reasons:

Since the PKK has essentially completed its lifespan, it must also be officially dissolved. What is meant by this is the dissolution of real-socialism due to internal reasons, the necessity of opening a new path of socialism, and the situation of recognition and realization of Kurdish identity.

Armed struggle; since it is based on a strategy aimed at a nation-state and the transition from this goal to a democratic society program requires relying on democratic politics and law, it requires abandonment. Its equivalent is the recognition of the right to democratic politics and a solid, comprehensive legal guarantee.

Since all kinds of dialogue and meetings with the state are not accepted under the official status of the PKK and are not on the agenda as an important element, dissolution is necessary. Considering public opinion, it can also be seen as a result.

It is necessary for the transition to a new historical period; the "Peace and Democratic Society" phase. I believe that the decisions the congress will take regarding the termination, democratic society, its politics, and law as an alternative to the first period in both content and form are of a historic nature, and I wish it success. Insisting on humanity is insisting on socialism. Nation-state socialism leads to defeat, democratic society socialism leads to victory.

Democratic confederalism

In the last paragraph of his text, which covers four pages in the magazine, Öcalan also stated the following:

"(… ) My belief and hope for success are high. Its achievement will lead to important successes not only for the Kurds and Kurdistan but also for the region. A success achieved here will also reflect on Syria, Iran, and Iraq. For the Republic of Turkey, it will also be a chance to both renew itself, be crowned with democracy, and take the lead in the region.

I can state that the opponents of the process do not represent any value. They will be defeated. But overcoming this also imposes responsibilities on the parties. In addition to the regional results of this process, there will also be international results.

Regional confederalism comes to the fore as an absolute necessity. The antidote to the Israel-Palestine conflict, sectarian conflicts, and nation-state contradictions is democratic confederalism.

This solution also requires a new international. Starting an international work with friends without delay would be a correct and historic step."
