Ministry designates Beşiktaş facilities in Fulya as reserve area
The area housing the Beşiktaş Club's sports facilities in Fulya has been designated as a reserve building area by the Ministry of Environment, Urbanization and Climate Change. It has been learned that the new plan includes the construction of 10-story commercial and residential buildings in the region.
The Istanbul Provincial Directorate of Environment, Urbanization and Climate Change announced that an area of over 2 hectares in Beşiktaş's Fulya neighborhood, which houses sports facilities, was declared a "reserve building area" on January 9. The new zoning plan prepared for the area has been put up for public review.
According to a report by Canan Coşkun from Kısa Dalga, the planning report states that the sports complex was included in this scope by the Ministry's approval dated August 29, 2025, citing disaster risk. In its assessment, the Ministry stated that the area would be reorganized to "cease to be a sports area used only at certain hours and become an urban attraction point that is constantly active and meets the different needs of its users."

It was noted that the change in function was planned on the grounds that it "would support Beşiktaş's trade and service-oriented development potential and ensure that the area is used more effectively within the urban integrity."
PARCELS AND EXISTING FACILITIES
According to the planning report, the largest parcel in the planning area is owned by Beşiktaş. In addition, there are three more parcels belonging to the General Directorate of Youth and Sports and the Beşiktaş Municipality.
One of these parcels houses the BJK Süleyman Seba Sports Hall and the volleyball branch, while another contains the BJK Şevket Belgin Sports Hall and the artificial turf fields belonging to the Dikilitaş Sports Club.

FUNCTION OF THE AREA CHANGED
The region, which was defined as a "sports area" and "underground parking area" in previous zoning plans, has been transformed into different usage areas with the new plan. In the prepared zoning plan, the functions of the area were determined as "commerce + housing," "mosque area," "park area," and "municipal service area."
OPINIONS RECEIVED FROM 24 INSTITUTIONS
Opinions were received from 24 institutions during the zoning plan amendment process. In its opinion dated December 8, 2025, the Istanbul Metropolitan Municipality Department of Zoning and Urbanization reminded that there is a "Dikilitaş Sports and Life Center" project belonging to the Beşiktaş Municipality on the parcel included in the planning area.
Furthermore, information was shared that the planning area is located on the tunnel and protection zone within the scope of the "Dolmabahçe-Levazım-Baltalimanı Highway Tunnel Project."
The State Hydraulic Works (DSİ) Regional Directorate reported that a seasonal stream passes approximately 30 meters from the area and that the region remains within the boundaries of the "Istanbul European Side Groundwater Operation Field" according to the 2017 regulation.
PROTOCOL AND "RELIGIOUS FACILITY AREA" DETAIL
One of the institutions whose opinion was sought was the Istanbul Provincial Mufti's Office. In its opinion dated June 13, 2025, the Mufti's Office included the letter from the district mufti's office.
The letter stated that a cooperation protocol was signed between the Beşiktaş Gymnastics Club Association and Emlak Konut regarding a parcel remaining in the planning area. According to the protocol, it was stated that existing religious facilities should be preserved and that a "religious facility area" should be allocated in the new plan for a Quran course, a youth center, and a family and religious guidance bureau.
NEW CONSTRUCTION AND POPULATION IMPACT
According to the planning report, the section allocated as a commercial and residential area will be 15,407 square meters in size. It was stated that 70 percent of the planned 10-story structure would consist of housing and 30 percent of commercial areas. With the project, an additional population of 464 people is expected to arrive in the region.
REGIONAL LOCATION
It was stated that the planning area is located in the middle of surrounding luxury housing projects. While the area is located opposite the luxury housing project implemented by DAP Yapı on the former Nişantaşı campus of Marmara University, it is also directly adjacent to the Polat Fulya project. It is stated that with the new planning, the construction line in the region will gain integrity after the removal of the sports facilities.
